This is a second notice — attention is drawn to the fact that there are changes to the progress plan, implementation date and award criteria. The contest will now be held as an open tender contest.

Attention is drawn to the fact that tenderers must submit a tender for both ‘Fitout’ and ‘Graphics’ and tenderers are expected to enter into a collaboration with other companies to carry out all of the requested work. Tenders cannot be submitted for only parts of the assignment.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in Annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annexes.

Other economic and financial requirements

In regards to any other economic and financial requirements stated in the tender notice or in the procurement documents, the tenderer must verify:

Minimum requirements for the qualification requirements.

Requirement: tenderers must have the economic ability to capacity to carry out the assignment.

Documentation: as documentation the contracting authority will obtain the credit rating Commercial Delphi Score from Experian. (The contracting authority subscribes to services from Experian). The tenderer must, as a minimum, achieve a rating of ‘credit worthy’, i.e. the tenderer must be in risk classification 5 or higher on the Experian scale. The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation. If the contracting authority is unable to find the credit rating for the company in Experian, or if the credit rating is in discrepancy with the required rating, the contracting authority will seek to find the required information in a different way. The contracting authority can for example evaluate if the financial ability is satisfactory based on other information available in the Experian system, or request other information that verifies that the tenderer has the required financial ability to fulfil the contract.

The total annual turnover for ‘Fitout’ companies.

Companies that will carry out work for ‘Fitout’, including carpentry and assembly work, must have a total annual turnover of minimum 20 000 000 NOK /2 000 000 EUR excluding VAT. It must be clear in the ESPD declaration if a tenderer will rely on collaboration with another company in order to fulfil this qualification requirement. Attention is drawn to the fact that tenderers must submit a tender for both ‘Fitout’ and ‘Graphics’ and tenderers are expected to enter into a collaboration with other companies to carry out all of the requested work.

The total annual turnover for ‘Graphics’ companies.

Companies that will carry out work for ‘Graphics’, including printing, graphics, etc., must have a total annual turnover of minimum 5 000 000 NOK/500 000 EUR excluding VAT. It must be clear in the ESPD declaration if a tenderer will rely on collaboration with another company in order to fulfil this qualification requirement. Attention is drawn to the fact that tenderers must submit a tender for both ‘Fitout’ and ‘Graphics’ and tenderers are expected to enter into a collaboration with other companies to carry out all of the requested work.

Teknisk og faglig kapasitet:

Relevant experience.

Sufficient capacity and competence.

Minste nivå(er) av standarder:

Requirement: experience is required from at least 3 equivalent assignments for the profession in question, ‘Graphics’ or ‘Fitout’ respectively. The requirements here will be formulated separately in the following qualification requirements:

1) Experience from equivalent assignments for ‘Graphics’; and

2) Experience from equivalent assignments for ‘Fitout’.

Documentation of excellent implementation ability is required.

Documentation: tenderers must present, upon request, a list of the most important deliveries or services performed in the last 5 years and this must as a minimum contain: a brief description of the assignment — size or value of the deliveries — date (contract period) — name of the customers and a brief description of them. Contact information to relevant customers from the list must be available on request.

Tenderers must have the necessary capacity and competence to meet the needs associated with implementation of the assignment. Documentation: tenderers must present, upon request, an overview of staffing for this assignment as well as the necessary information on competence of key persons who will carry out the assignment.
