Individuals with special needs will in this context include people in need of comprehensive and tailored services. This can be persons with intellectual disabilities, dementia or combined diagnoses, often in combination with challenging behaviour.
The scope of the contract is difficult to estimate as Holmestrand municipality wants to use this scheme as a security valve in circumstances where the municipality does not establish a satisfactory offer in regard to the level of care and time. The municipality's requirement will thus vary, without representing any obligations in regard to volume.
