The Contracting Authority would like tenders for a hire contract that comprises the hire of new printers and multi-functional machines with a secure print system and supplies, as well as a service contract related to them.
A comprehensive description of the delivery is in the requirement specifications, annex 1.
Partial tenders:
Tenders cannot be submitted for only parts of the assignment.
Contract:
The government's standard contract for IT procurements — SSA-K and annexes will be used as the contract template.
The following documents are attached (Documents):
— Annex 1: Requirement Specifications 2019-23,
— Annex 2: Price Sheet, which includes an overview of the initial need for machines,
— Annex 3: Award criteria and evaluation,
— Annex 4: Contract SSA-K,
— Annex 5: Appendix SSA-K.
The following documentation must be attached to the tender:
— a tender letter,
— requirement specifications 2019-23 complete with answers,
— price sheet, complete with answers,
— response to the award criterium no. 4: service and support, possibly an annex with the response to the relevant section in the requirement specifications,
— Appendix SSA-K, complete with answers The answers to the requirement specifications will be included in the document at a later date.
The competition will be evaluated on the basis of:
— the completed requirement specifications, with any annexes from the tenderer,
— completed price sheet,
— a machine test evaluation will be carried out outside Mercell's evaluation system. The evaluations will be documented in Annex 3.
Communication and updates:
All communication between tenderers and the contracting authority must go via the Mercell procurement portal. Updates to the tender documentation will be made in the portal and communicated to all tenderers via this. There must not be any tenderer-Contracting Authority communication outside the portal, out of consideration to the principles of traceability, equality and simultaneity.

Confidentiality:
The Contracting Authority and its employees are obliged to prevent others having access to or knowledge of information on technical devices and procedures, or operational and business conditions, which are important to keep secret for competitive reasons, cf. PPR § 7-4, cf. the Public Administration Act §13.

Public access:
In accordance with the law on the right to access to documents in public entities (Freedom of Information Act) §23, the procurement protocol and received tenders will be protected from public access until the tenderer has been chosen. Thereafter, this tender documentation will be made available to the public. There will be an exemption from public access, however for information that is legally subject to confidentiality. Typical information that can be confidential is personal relationships and operational or business conditions that are sensitive to competition.

The Contracting Authority will ask tenderers whether there is information that the tenderer deems to be confidential. If so, it is to be shown in a suitable way in the tender, and a reason must be given as to why the information is confidential. Tenderers are encouraged to submit 2 sets of the tender in such cases. One of the tender sets can have confidential information censored. It must be submitted on a separate memory stick, etc., and marked with “censored version”. It must be clear what has been censored and the legal basis/justification for the censorship.

If there is a petition for access, the Contracting Authority will, however, independently of this, assess whether the information is of such a nature that the Contracting Authority had a duty to exempt it from public access.
The Contracting Authority has a responsibility to quality assure that confidential information is not communicated to others, (cf. the Freedom of Information Act, §13).
Tenderers are asked to clarify any uncertainties in the tender, which could be of importance for the price and/or services.
