Egnethet til å utøve yrkesvirksomheten:
Requirement: tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation: Norwegian tenderers: company registration certificate. Foreign tenderers: confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Økonomisk og finansiell stilling:
Requirement: tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation: tenderers can substantiate their economic and financial position by presenting any document that the contracting authority can accept, e.g. a credit rating not older than 6 months, issued by a certified credit rating agency, annual accounts for the previous 3 years with the auditor's reports and notes, or relevant guarantees.

Teknisk og faglig kapasitet:
Requirement: the tenderer must have good experience from comparable assignments.
Documentation: description of the tenderer's most relevant contracts for the last 3 years. The description must include:
i) the assignment´s extent and value, the delivery date and length, the recipient (name, telephone number and email address), a description of the delivery.
Requirement: tenderers must have good implementation ability, including sufficient capacity to handle this type of contract and be able to deliver to locations in all municipalities that are contracting authorities in the contract.
Documentation: a description of the tenderer's administrative and technical units with relevance for the tenderer's ability to fulfil the framework agreement. A description must be given of the tenderer´s competence and capacity as regards the contract´s extent.

Documentation: the tenderer must either give a brief description of the quality assurance system that the tenderer will use for the implementation of the contract, or enclose an ISO 9001 certificate or an equivalent system certificate if the tenderer is certified by a third party.
