Innovasjon Norge [Innovation Norway] (the Contracting Authority) has a pre-seed fund that offers interest free loans to Technology Transfer Offices (TTOs), incubators and business angel networks, that will invest in start-up businesses younger than 5 years. The Contracting Authority therefore needs TTOs, incubators and/or business angel networks that will manage the pre-seed capital. The pre-seed capital must be co-invested with at least an equal amount, preferably from business angels. Start-up companies will be given both capital and the skills they need to prepare for growth.

Pre-seed capital managers invest and manager ownership on behalf of the Contracting Authority. The capital must be invested in innovative start-up companies with high growth potential. The companies must be less than 5 years old at the time of investment.

Background:
The pre-seed scheme was new in 2016, after a short pilot phase. 240 000 000 NOK was previously announced. As of 31.12.2018, 128 000 000 NOK was invested in 115 companies. This is matched with 433 000 000 NOK from private investors. In total this amounts to 561 000 000 NOK invested in innovative start-up companies younger than 5 years during the 3 last years. The notice limit for 2019 is 55 000 000 NOK. A ceiling of maximum 5 000 000 NOK has been set per TTO/incubator/business angel network. The aim is to enter into contracts with 10-15 managers.

Objective:
The purpose of the pre-seed fund is to facilitate for a simple and flexible scheme. This provides start-up companies with private capital and competence, and also contributes to prepare the businesses for the implementation of a larger share issue with capital from the seed fund, venture capital and private investors. The Contracting Authority places emphasis on the capital contributing to more entrepreneurs succeeding with their growth ambitions. The pre-seed capital will also be part of relieving risk when private investors invest in start-up companies in the early stages, and contribute to developing the ecosystem around the founders within expertise and capital.
