Hordaland County and Sogn og Fjordane County will procure a management system for quality and HSE. The contract is for ongoing delivery of a management system over the Internet (SaaS).
The management system must be adapted to the Contracting Authority's future needs, as regards flexibility, total costs and possibilities for simple scaling, both for organisational changes in the county and as regards possibilities to expand the functionality of the system.
A contract will be signed with one tenderer for the assignment.

The aim of the procurement:

The system must see to the internal control requirements and must ensure compliance with goals, routines and all the rules for VLFK. The management system must also be safe for all users with built-in personal protection and built-in information security.

The users of the system must experience good system support for the work processes that are naturally included in all work on continual improvements, which must be based on the Contracting Authority's organisation structure.

The Contracting Authority would like a tested, standardised and process based system that complies with the requirements in ISO 9001 and ISO 21001.

The Contracting Authority must have space for document management, deviation management and functionality for reports and statistics by 1.1.2020. After this date, the Contracting Authority would like to implement the remaining requested systems: Risk assessment, annual cycle/action plan, process map, audit system review and stand-by. It must also be possible to supplement with other functions/systems than those that are explicitly mentioned here.
