Maintenance and Repair Services for TFE731-5BR Engines

The Norwegian Armed Forces c/o the Norwegian Defence Logistics Organisation

The aim of the procurement is to establish a contract to ensure maintenance and repairs of TFE731-5BR Honeywell engines for DA20 aircraft. The maintenance must include Major Periodic Inspection (MPI) and re-preservation of the engines. This must include washing, visual inspection, measuring, assembly and evaluation. In addition the tenderer must carry out a bench test.
The tenderer must also provide Aircraft on Ground (AOG) services. This must consist of technical assistance over the phone or where the aircraft is located.
The planned maintenance must be carried out by dismantling the engine from the aircraft and transporting it to the tenderer. Engine repairs can also be carried out where the aircraft is located. It is, thus, necessary that tenderers have the necessary access and security clearances for entering Norwegian military airports.

Egnethet til å utøve yrkesvirksomheten:
Requirement: the contractor shall be registered in the Norwegian Register of Business Enterprises or the Register of Business Enterprises in the state where the contractor is established. The following documentation shall be submitted:
— for Norwegian contractors: certificate of registration,
— for foreign contractors: certificate of registration issued from the register of business enterprises in the state where the contractor is established. See Article 4.4 'Requirements to the contractor's registration, authorisation, etc.' in the invitation to pre-qualification.

Økonomisk og finansiell stilling:
Requirement: the contractor shall have sufficient economic and financial capacity to execute the contract. It is sufficient, in order to fulfil the requirements, that the contractor has achieved the credit rating ‘A’ or similar. Documentation requirement: the contractor shall provide a credit rating from an acknowledged credit rating company based on the latest accounting data. The credit rating must not be older than three (3) months. See Article 4.5 'Regarding requirements for the contractor's economic and financial capacity' in the invitation to pre-qualification.

Teknisk og faglig kapasitet:
Requirement: the contractor shall have the sufficient capacity to execute the contract.
Documentation requirement: contractors own company: the contractor shall submit a short description of the following:
— the contractor's core competence related to the outline in 1.4 Scope of procurement,
— the contractor's organisation and ownership,
— the contractor's main area of business/activity.
Reliance on the capacities of other entities/subcontractors: if the contractor relies on the capacities of other entities or subcontractors are offered as part of the pre-qualification, the contractor shall submit a description of the following: name and address of the subcontractors and scope of responsibility. How the commercial and legal relationship with any collaborating entities/subcontractors is secured, or will be secured, i.e. contract or statement of commitment. If the contractor chooses to change subcontractors, the contractor shall notify the purchaser immediately. The purchaser reserves the right to deny approval of any change of subcontractor(s) during the pre-qualification and under the contract period. The purchaser may only deny such change(s) on an objective and fair basis. Contractor organisation and approvals: An organization chart of the contractor (including any entities the contractor relies on, as well as subcontractors) shall be provided with names of managers for all units and for all other special positions.

Requirement: the contractor shall have relevant authorisations, which shall cover the scope of this contract.
Documentation requirement: the contractor shall have the following authorisations: Original Equipment Manufacturer (OEM) for major repair/maintenance up to and including the level major periodic inspections. European Aviation Safety Agency (EASA) Part-145. European Military Airworthiness Requirement (EMAR) 145, or accept willingness to accept EMAR 145 as a contractual requirement. The contractor must submit copies of the above mentioned approvals. See Article 4.7 'Requirements to the contractor's technical and professional qualifications' in the Invitation to pre-qualification.

Requirement: the contractor shall have a good and efficient quality assurance system.
Documentation requirement: the contractor shall provide a description of the company's quality assurance methods. The contractor shall have the following quality assurance certificates: the contractor shall hold an AQAP-2110 Ed D. Ver. 1 certificate. ISO 9001:2015 or declare willingness to accept ISO 9001:2015 as a contractual requirement. The contractor must submit copies of the above mentioned certificates and approvals. See Article 4.7 'Requirements to the contractor's technical and professional qualifications' in the Invitation to pre-qualification.

Requirement: the contractor shall have good experience from similar deliveries.
Document requirement: an overview of the contractor's three (3) most relevant assignments during the past three (3) years shall be submitted. In order to secure sufficient competition, documentation for deliveries performed by the contractor more than three (3) years ago may also be taken into consideration. The overview must include a specification of: the value of the assignment, time, recipient (name, telephone number and email address), brief description of the delivery. The contractor is responsible for providing all relevant documentation. See Article 4.7 'Requirements to the contractor's technical and professional qualifications' in the Invitation to pre-qualification.
