The contracting authority
The Norwegian University of Life Science NMBU has a special responsibility for providing research and education that shall ensure the basis of existence for future generations. We provide knowledge for life and sustainability is rooted in everything we do. NMBU has 1 700 employees and 5 200 students and is organised in 7 faculties. NMBU currently has campuses at Ås and in Oslo. These 2 campuses shall be co-located from autumn 2020. NMBU also has a research centre in Sandnes.

The objective and scope of the contract:
A framework agreement will be established for the hire of machines at NMBU. The delivery is primarily iintended to cover Campus Ås, but it may be relevant to deliver to Campus Adamsteun until it moves to Ås during summer 2020. The category ‘machines’ as requested by the contracting authority is as follows:

It is the intention that the equipment and machines will be used by competent personnel at NMBU with the necessary training and certificates.

Justification for cancellation After a thorough review of all received tenders, NMBU has determined that they must unfortunately cancel the competition. There was a large degree of freedom in the tender documentation in regard to the formulation of the commercial terms, which resulted in the received tenders not being directly comparable. We thereby see that the tender documentation does not adhere to the basic principle of predictability in public procurements. The competition is therefore cancelled in accordance with PPR §25-4 (1) NMBU intends to arrange a new tender competition for the same services during spring/early summer 2020.
