The current system has limited capacity, flexibility and functionality. NRK needs to procure a new system that will replace some of the current system, and, at the same time, introduce new functionality.
The system will use the sound signal from the core system and distribute these sound signals via insert points to the different platforms.
The system will be used to make sound signal chains typically consisting of a sound processor and a watermark insert.
The system must be able to convert the source format to the required format on the platforms.
The system must monitor silence and errors in the sound input, report back to the operators in the software and as physical relay output.
The system will be operated from the Main control room (MCR) for radio and maintenance personnel, and it must have a static configuration. Under normal operations it will only be used for surveillance/monitoring. Configuration changes will only be made during maintenance and error situations.

Egnethet til å utøve yrkesvirksomheten:
Requirement: the tenderer shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement: company registration certificate from the Brønnøysund Register Centre or equivalent, in the country where the company is registered.
Requirement: the company shall not have arrears relating to the payment of taxes and duties to the government. Applies to all Norwegian tenderers.
Documentation requirement: a tax and VAT certificate issued by the tax collection office. The certificate must not be more than 6 months from the tender deadline. Any arrears must be justified. Only obligatory for Norwegian tenderers. Foreign tenderers are encouraged to submit equivalent documentation.

Documentation requirements: the complete annual accounts, including the board’s and auditor’s reports for 2019. Credit rating (not older than 3 months from the tender deadline), documenting the tenderer's credit worthiness.

Requirement: tenderers must document sound finances that do not cause doubt about continued operations in the contract period.
Teknisk og faglig kapasitet:
Documentation requirement: a description of the tenderer's organisation and professional qualifications, including the number of employees with relevant qualifications, particularly as regards system development, adaptations, integrations, as well as technical support and software maintenance. The use of sub-suppliers must be described and supplemented with a commitment statement.

Documentation requirement: a description must be given of a minimum of three similar/relevant references. The documentation must include the customer's name and contact information, the delivery's scope and system, value/duration of the delivery, description of the delivery's relevance as regards this actual delivery, as well as a description of what extent the delivery was carried out alone or in collaboration with sub-suppliers (in the event of sub-suppliers).
