Difi/Statens innkjøpssenter (contract owner) intends to enter into parallel framework agreements with up to 3 tenderers for a joint government contract for the procurement of travel agency services. The joint contract will apply for all government entities (the Contracting Authorities) covered by the procurement scheme.
The current joint contract for the provision of travel agency services came into force on 1.1.2018 and expires on 31.12.2019. The new joint contract will be valid from 1.1.2020.
The procurement is for travel agency services for official journeys in the government. The tenderers for the joint contract must provide all types of travel agency services, including an online booking portal (web and app) and manual services based on the contracting authorities' needs for travel agency services.

The aim is to enter into a joint contract for the procurement of travel agency services for the contracting authorities, which will give lower total costs, reduced transaction costs, increased use of digital systems, and better rule compliance by coordinating procurements. Furthermore, the scheme is expected to contribute to increased value creation in society by ensuring the most efficient use of resources for public procurements, based on commercial terms and equality.

The procurement must contribute to ensuring correct provision for needs for the entities, so that the travel agency service is experienced as the preferred booking channel for travellers. The travel agency must be experienced as useful by booking via the travel agency giving increased value for both the employer and employee. The travel agency must contribute to a simple and seamless user experience from booking, payment, to submission of travel expenses, through competence and availability, simple user interface and a broad selection of relevant products at the right price.

Beskrivelse av opsjoner:
The following is included in the joint contract as non-exclusive options:
1) Event planning;
2) Visa services; and
3) Energy, resources and marine travel (shipping company related services). Demand for these services varies greatly amongst the organisations, and call-offs are thus dependent on arising needs amongst the individual contracting authorities. A 'non-exclusive option' means that the contracting authorities do not have an obligation to procure and are free to choose whether they take up an option and use the joint contract for the procurement of these services.
