Individuals with special needs will in this context include people in need of comprehensive and tailored services. This can be persons with intellectual disabilities, dementia or combined diagnoses, often in combination with challenging behaviour.
The scope of the contract is difficult to estimate as Holmestrand municipality wants to use this scheme as a security valve in circumstances where the municipality does not establish a satisfactory offer in regard to the level of care and time. The municipality's requirement will thus vary, without representing any obligations in regard to volume.

The service need of each person is individual and must be considered when this contract is entered into and when ordering of services is implemented. Each assignment must be tailored in relation to the individual's need and the municipality's decisions about services.

The procurement does not apply to user controlled personal assistants (BPA Services) procured through a separate process.
The estimated contract value for the entire contract period is above the EEA threshold value. The value is an estimate and must therefore be considered non binding.
The Contracting Authority shall enter into a contract with more than 1 (one) provider if an adequate number of qualified tenderers is available.

Procurement procedure and notice
The competition will be held in accordance with the Public Procurements Act from 17.7.2016 No. 73 (LOA), with the associated Public Procurement Regulations of 12 August 2016 No. 974 (FOA), as well as the provisions stated in the tender documentation.

The tender contest shall be implemented as an open tender contest, in accordance with the Regulations’ Section IV by choosing this procedure all interested tenderers are invited to submit tenders. The Contracting Authority intends to award contract(s) without a dialogue with the tenderers, except for any required clarifications/corrections.

However, a dialogue through negotiations can be held after the tenders have been received, if the Contracting Authority deems it to be expedient. If the Contracting Authority choses negotiations, an initial selection will be made. The selection shall be in accordance with point 3 and its weighting. However, we emphasise that no provider can expect a dialogue regarding the tender. The submitted tenders must therefore be the best possible tender and sent within the tender deadline. The contract is published in the DOFFIN and TED databases.

The Contracting Authority is cancelling this competition in accordance with the Public Procurement Regulations §25-4. The reason is that the Contracting Authority wants to increase the competition by providing the opportunity to submit tender offers for multiple groups.
