AtB AS

AtB would like to enter into a contract with a security guard company for the procurement of both civil and uniformed ticket inspection services for mobility services that are run on a contract for AtB, including buses, fast boats and ferries. AtB sometimes requires services that are not included in ticket controls and therefore requests additional deliveries of objective controls (quality controls), passenger counting, as well as guard and security services related to the safety of passengers and drivers on-board the means of transport and at stops and terminals. The Control Services will also be refereed to as the assignment.
The procurement consists of 2 sub-contracts:
1) Region North;
2) Region South.
The contract(s) will be signed for a period of 3 years, with a unilateral option for the contracting authority to extend the contract for up to 1 + 1 + 1 year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must have their tax, employer contribution and VAT payments in order. Documentation requirement: a tax certificate, not older than 6 months from the expiry of the tender deadline. Any arrears or other irregularities must be justified.
Foreign tenderer must submit certificates issued by competent authorities, confirming that the tenderer has met their obligations in regard to the payment of taxes and duties in accordance with the legal provisions in the country where the tenderer is established. The certificate(s) shall not be older than 6 months, calculated from the tender deadline.

Økonomisk og finansiell stilling:
The tenderer's company must have sufficient economic and financial capacity to implement the assignment. In this context, sufficient solidity will also be required. Documentation: tenderers must submit Annual Financial Statements for the last 2 years with notes and the board's Annual Reports, as well as the auditor's reports (2016 and 2017). As documentation, the Contracting Authority will obtain a credit rating from Experian.

Teknisk og faglig kapasitet:
Tenderers must have competence and experience with control services. Documentation: description of the tenderer's competence environment (size, service areas, organisation, etc.) up to 3 of the most relevant assignments during the last 3 years. The assignment description must include a specification of the assignment value, assignment length and the recipient (name, phone number and email address.). The tenderer is responsible for documenting the assignment’ relevance through their description.

Tenderers must have approval from the police to operate professional guard services, and then specifically “Control Services” in Trøndelag police district. Documentation: Letter of Authorisation or written confirmation from the police.
If using sub-contractors to fulfil the contract, the tenderer must document how large a proportion and which parts of the contract are being subcontracted. Documentation: tenderers must enclose a description of how much of the contract, and possibly what parts, the tenderer intends to entrust to a subcontractor(s).
