The objective of the contract is to achieve the best possible coverage for as many as possible at the lowest possible price.

Egnethet til å utøve yrkesvirksomheten:

Requirement: the tenderer shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation requirement:

— Norwegian tenderers: company registration certificate,

— foreign tenderers: verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement: the tenderer shall have sufficient economic and financial capacity to be able to fulfil the contract.

Documentation requirement: the tenderer must enclose with the tender a credit appraisal from an approved credit rating agency. The credit report shall be based on the last known accounting figures.

Teknisk og faglig kapasitet:

Requirement: the tenderer must have adequate experience from the development and operation of mobile networks of corresponding scope and complexity. The reference projects must include supply of network for densely built areas, areas mainly containing leisure homes, hiking areas, as well as installations for reinforced power supply.

Documentation requirement: the tenderer must present an overview of up to 3 relevant assignments carried out the 3 previous years, including information of the scope (contract value), the contract period, date and time, Contracting Authority or the Contracting Authority's contact person.
