The Contracting Authority would like to receive tenders for the delivery of the following:
Hire of builder’s barracks with offices and residences for the E39 Road Project Betna-Stormyra for a period of 5 years and 3 months, from 10.2.2020. The Contracting Authority will have the option to extend the contract for 0,5 + 0,5 years at a time in the period 10.5.2025 to 10.5.2026.
The builder’s barracks are temporary during the contract period. The barracks must be placed on a defined site on the parcel at Liabøen, Cadastral No 35, Title No 76 in Halsa kommune, see Annex 1.

The tenderer shall be a legally established company. Tenderers must confirm that they comply with this requirement when submitting their tenders. Tenderers must present the following documentation if requested by the Contracting Authority:
— Norwegian tenderers: company registration certificate,
— foreign companies: documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Upon request, the tenderer must enclose the following documentation: a tax and VAT certificate, issued by a competent body in the tenderer's home country, or the country where the tenderer is established. The certificate must show whether the tenderer has paid his taxes, duties and social insurance. The certificates must not be older than 6 months.

The Contracting Authority will obtain a credit rating from Experian.
Minste nivå(er) av standarder:
Tenderers must have their tax, employer's National Insurance contributions and value-added tax payments in order. Tenderers must confirm that they comply with this requirement when submitting their tenders.
Tenderers must have sufficient economic capacity to implement the contract. This means that among other things the following shall be looked at/assessed:
— the tenderer's creditworthiness,
— the tenderer's positive equity.

Tenderers must present the following documentation if requested by the Contracting Authority:
A list with a minimum of 3 (maximum 5) of the most important relevant assignments and services performed in the last 3 years, including information on the values, extent/scope, dates, a brief description of the assignment, and the names of the public or private recipients.

A tenderer who is newly established and cannot submit references, must be particularly careful to demonstrate that they have the prerequisites to carry out the assignment. Newly established tenderers can document fulfilment of the requirement by referring to the experience of offered persons/resources that have developed their skills in the service of other providers.
