Hexavalent Vaccine — A Combination Vaccine against Diphtheria, Tetanus, Whooping Cough, Polio, Hib and Hepatitis B

The Norwegian Institute of Public Health shall enter into a contract for the purchase of a combination vaccine for diphtheria, tetanus, whooping cough, polio, Hib and hepatitis B (hexavalent vaccine), for the national vaccine programme. The tender contest is carried out on behalf of the Norwegian Institute of Public Health (HOD). Norway has had a hexavalent vaccine programme since 2016. The current contract expires 31.12.2019 and shall be replaced by a new contract subsequent to the tender competition.
The procurement shall be implemented as an open tender contest in accordance with the Public Procurement Regulations' Parts 1 and 3. The procurement shall be implemented electronically via the CTM-KGV portal (Eu-Supply) and the tender notice is published in Doffin and TED.

This means that Section III, Part D regarding national rejection justifications are missing in the tender notice. These are conditions that the Norwegian Institute of Public Health cannot control. The tenderers to this tender competition must therefore verify the national rejection justifications that are stated in the tender documentation's Point 3.3 are not applicable, in the KGV-CTM system's section for Requirements and criteria.

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement:
Norwegian tenderers: company registration certificate.
Foreign tenderers: verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement:
Credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a licence to conduct this service.
If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial position with any other document that the Contracting Authority deems suitable.

Requirement: the tenderer shall have experience from comparable assignments.
Documentation requirement:
Description of the tenderer's up to 3 most relevant contracts in the course of the last 3 years. The description must include an indication of the assignment product/scope or value, dates and recipients. It is the tenderer's responsibility to document relevance through the description.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:
— the Norwegian Institute of Public Health requires ethical and socially responsible production (Supply Agreement, Points 12, 12.1-12.3),
— the tenderer shall be a member of the Legemiddelansvarsforeningen [Pharmaceutical Liability Association] (Supply Agreement, Point 11.2),
— the Norwegian Institute of Public Health can re-sell, non-distributed, vaccine doses (Supply Agreement, Point 18.1),
— first delivery: 45 000 doses by 31.3.2020 (Supply Agreement, pkt. 4.3),
— the supplier must be able to deliver 200 000 doses per calendar year (Supply agreement Point 3.3),
— the Norwegian Institute of Public Health is obliged to procure a minimum of 150 000 doses per calendar year in the contract period (Supply Agreement Point 3.2).
