Folkehelseinstituttet [the Norwegian Institute of Public Health] would like to procure Hepatitis B vaccines for the national vaccination programme. The procurement is carried out on behalf of the Ministry of Health and Care Services (HOD).
The procurement shall be implemented as an open tender contest in accordance with the Public Procurement Regulations' Parts 1 and 3. The procurement will be implemented electronically via the CTM-KGV portal (EU-Supply) and published on Doffin and TED.
Prior to the announcement, a supplier has informed the contracting authority that processing of the ESPD for supporting businesses can be time-consuming. The contracting authority has taken this into consideration when setting the tender deadline.
The estimated total scope for the contract period with full extension of the contract period (option) is anticipated to be approx. 30 000 doses for children and approx. 18 000 doses for adults.
The contract period is 2 years, with an option for 1 + 1 year extension.

Children and adolescents in defined risk groups have long been required to be vaccinated against hepatitis B. Norway introduced general Hepatitis B vaccinations in 2016 (applies to children born after 1.11.2016). The target group for pure Hepatitis B vaccines will therefore primarily be previously non-vaccinated children and adolescents in risk groups, born before 1.11.2016, that move to Norway.

Barnevaksinasjonsprogrammet [the childhood vaccination programme] includes all under 20 years. Available vaccines against Hepatitis B in Norway are found in 2 dose sizes depending on the persons age (children and adult). The procurement concerns both dose sizes. After the introduction of general vaccination, the need for ‘children's doses’ is decreasing, but the need for ‘adult doses’ is relatively stable.

In accordance with the contract, the Norwegian Institute of Public Health will commit to a minimum volume of 3 000 doses for children and 3 000 doses for adults per calendar year during the contract period. The minimum dose volume for children is set relatively lower than the minimum dose volume for adults due to greater uncertainty around future needs.

The contract period is 2 years, with an option for 1 + 1 year extension. The option for an extension will be taken up automatically for 1 year at a time, unless the contracting authority gives notice on the contract in accordance with the supply agreement, point 17. The contracting authority aims at signing the contract ASAP after the waiting period.

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement:
Norwegian tenderers: company registration certificate
Foreign tenderers: verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement:
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating company with a license to conduct this service. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:
1) The tenderer must have experience from comparable assignments;
2) The tenderer must have sufficient delivery capacity throughout the contract period;
3) The tenderer must have the requisite permissions to be able to fulfil the contract.
Documentation requirement:
1) Description of up to 3 of the tenderer’s most relevant assignments during the last 3 years. The description must include an indication of the assignment product/scope or value, dates and recipients. It is the tenderer's responsibility to confirm relevance through the description;

2) Confirmation that the tenderer has the capacity to deliver a sufficient number of Hepatitis B vaccine doses to fulfil the contract.
3) If the tenderer is the manufacturer of the vaccine, permission from the relevant EU/EEA authorities to manufacture pharmaceuticals must be presented.
If the tenderer is not the manufacturer of the vaccine, the requisite permissions from relevant EU/EEA authorities to trade in pharmaceuticals must be presented.
If the tenderer imports the vaccine, the import license that includes the offered vaccine must be presented.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The Norwegian Institute of Public Health requires ethical and socially responsible production. (supply agreement, points 12, 12.1-12.3)
— the tenderer must be a member of the Legemiddelansvarsforeningen [Pharmaceutical Liability Association] (supply agreement, point 11.2),
— the Norwegian Institute of Public Health can re-sell non-distributed vaccine doses (supply agreement, point 18.1),
— the Norwegian Institute of Public Health is committed to purchasing a minimum volume during the contract period or 3 000 doses for children per calendar year and 3 000 doses for adults per year (supply agreement point 3.2).
