Helicopter Stand-by Services in North Norway

The Police need to establish access to helicopter capacity in North Norway, which will contribute to securing stand-by services for the police in the region. This can be for both acute and planned assignments. The service primarily comprises helicopter capacity that is available 24 hours a day, with a one hour response time, year round, for transporting personnel from the police with equipment over the mainland, day and night. Other helicopter services, such as planned and general assignments, simple searches and rescues that are part of police activities, and the use of avalanche searches, can be required. Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Documentation requirements: Norwegian companies: company registration certificate.

Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Capacity that implies that the tenderer has good solidity and good credit worthiness will be sufficient to fulfil the requirement.

Documentation requirement:

Credit rating based on the last known fiscal figures. The Contracting Authority might also consider obtaining their own credit rating of the tenderer, including a rating, all accounting information and the key figures that the Contracting Authority deem to be necessary. The Contracting Authority uses the credit rating company Bisnode for obtaining such information.

If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial capacity with any other document that the Contracting Authority deems suitable.

Teknisk og faglig kapasitet:

A. The operator must have a valid Air Operator Certificate (AOC) in accordance with the European Union Aviation Safety Agency (EASA), Part commercial air transport operations (CAT).

Documentation requirement: Certificate/AOC from the Civil Aviation Authority.

B. Tenderers must have experience from comparable assignments. For example, transporting personnel under arctic/climatic conditions that are equivalent to those in North Norway, day and night, over the mainland, or similar.

Documentation requirement:

Description of up to 3 of the tenderer’s most relevant/comparable assignments during the last 3 years. The list must include a statement of the assignment's value, date and recipient (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevance through the description.

C. Tenderers must have sufficient capacity to fulfil the assignment.

C1. An overview and description of the tenderer's:

— tools, material and technical equipment that the tenderer can use for the contract (including, amongst other things, type and number of helicopters),

— technical and administrative resources/facilities, (including, amongst other things, base and hangar facilities/locations, maintenance resources, facilities for crews, possibly other relevant resources for the fulfilment of the contract),

— organisation and staff, including the tenderer's average annual workforce and the number of employees in management in the last 3 years, as well as information on educational and professional qualifications for personnel that the tenderer can use for fulfilment of the contract.

C2. A description of the proportion of the contract that the tenderer is considering to sub-contract out to sub-suppliers.

D. Tenderers shall have an environmental management system.

Tenderers shall submit documentation of their environment management system. The following documentation will be accepted: Valid attestations/certificates issued by independent bodies (e.g. ISO 14001, EMAS, Eco Lighthouse or equivalent) or a description of the tenderer’s own environment management system. The description must as a minimum include an environmental policy and environmental goals.

The selection of which tenderers will be invited to submit tenders will be based on the degree of fulfilment of the following qualification requirements:

— tenderers must have experience from comparable assignments (weighted 45 %),

— tenderers must have sufficient economic and financial capacity to fulfil the contract (weighted 20 %).
