The framework agreement must cover the requirement for gloves and protective gloves that a service person needs during the working day. The framework agreement will be valid for the Police, the Norwegian Correctional Services, Customs, the Police Security Service (PST) and the Norwegian Armed Forces.
Based on previous years’ procurements, the contracting authority, without obligation, estimates a scope of approx. 23 000 000 NOK the contract period, including the option years. The scope is split into an exclusive part and a non-exclusive part (option). The estimated scope for the exclusive part of the framework agreement will be approx. 13 000 000 NOK. The framework agreement also has a non-exclusive option for an expansion of the scope, estimated to approx. 10 000 000 NOK, see the tender documentation for further details.

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Documentation Requirement:

— Norwegian companies: Company Registration Certificate,

— Foreign companies: verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Documentation requirement:

— a credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a licence to conduct this service.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Minste nivå(er) av standarder:

Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Teknisk og faglig kapasitet:

A. The tenderer shall have experience from comparable assignments.

B: The tenderer shall have a good and well-functioning quality assurance and management system for the services that shall be provided.

C: the tenderer shall have an environmental management system.

Documentation requirement:

A: A description of the tenderer's up to 3 most relevant/comparable assignments in the previous 3 years. (The description must be given in Annex B, Reference Assignments). The description must include a statement of the assignment's complexity (including logistics), volume, value, date and recipient (name, telephone number and email address). It is the tenderer's responsibility to document relevance through the description. Tenderers may do this by including documentation on the competence of the personnel that can be used for this project, including experience that has been acquired while the personnel was in the service of another employer. The contracting authority can also emphasise any of its own documented experience with relevant tenderers. The contracting authority can contact the stated references for verification.

B. Tenderers must submit documentation on their quality assurance and management system. The following documentation will be accepted:

Certificate for the company's quality system/management system, issued by independent bodies that confirm that the tenderer fulfils quality assurance standards, in accordance with ISO 9001 or equivalent.

The company's procedures/routines for:

— dealing with deviations and claims

— selection, evaluation and follow-up of sub-supplier(s), including documentation on how the tenderer can ensure the right product quality from its sub-supplieres,

— the process from the receiving and registration of orders until a completed delivery to the customer.

C: Tenderers must submit documentation of their environment management system. The following documentation will be accepted:

— valid attestations/certificates issued by an independent body (e.g. ISO 14001, EMAS, Miljøfyrtårn or equivalent), or

— a description of the tenderer´s own environment management system. The description must as a minimum include environmental goals and an environmental policy.
