Gardermoen wastewater treatment plant is a mechanical, chemical and biological treatment plant with a connection close to 85 000 pe, measured as BOD5. The plant was commissioned in 1998, and has, amongst other things, nitrogen removal requirements.
The existing Gardermoen wastewater treatment plant must be expanded. The expansion is a result of a large growth in the population in the wastewater treatment plant's catchment area, i.e., large parts of Ullensaker and Nannestad Municipalities, as well as a large growth in the number of passengers at Oslo Airport. In addition a decision has been made to close Kløfta treatment plant, so all sewage water from Kløfta will be transferred to the new Gardermoen wastewater treatment plant. The new Gardermoen wastewater treatment plant is to be dimensioned for a future connection in the year 2050. This means more than double the current capacity.

In addition a decision has been made to close Kløfta treatment plant, so all sewage water from Kløfta will be transferred to the new Gardermoen wastewater treatment plant. The new Gardermoen wastewater treatment plant is to be dimensioned for a future connection in the year 2050. This means more than double the current capacity.

The assignment is a turnkey contract with function responsibility, comprising the following main parts:

— delivery and assembly of all technical mechanical equipment that is required to meet the capacity and water quality requirements. Further details on this are in the technical description,

— delivery of all the accompanying instrumentation,

— delivery of the accompanying process automation and perhaps also electrical installations related to the treatment process,

— engineering design services for everything included in the contract, as well as the preparation of the engineering design basis/requirements specification for the detailed engineering design services for other contracts,

— testing and commissioning of the process, according to defined requirements for the takeover of the new wastewater treatment plant,

— verification that the performance requirements are met in a subsequent test period (with Ullensaker Municipality as the system operator).

Tenderers must present a HSE declaration stating that all the legal requirements in Norway within health, safety and the environment (HSE) will form the basis for the implementation of the project, see the attachment Invitation to the Prequalification.

Tenderers must have good quality management, HSE management and environmental management. Documentation must be presented of the routines, such as the table of contents for the quality assurance system and internal control system, any relevant certificates for quality assurance, environmental management, etc.

Økonomisk og finansiell stilling:

Tenderers must not have significant outstanding obligations regarding the payment of taxes and duties. All Norwegian tenderers must present a tax and VAT certificate. This must not be older than 6 months old, calculated from the deadline for submitting a request for participation in the competition.

For foreign tenderers, a certificate issued by the relevant authority in the tenderer's home country will be seen as adequate. If a tenderer's home country does not issue such documents or certificates, they can be replaced by a declaration given under oath or affirmation by the relevant person to a legal or administrative authority, a notarius publicus or other competent authority in the home country or current country of residence.

Tenderers must attach the latest annual accounts, including notes and a cash flow analysis, as well as the board's annual report and the auditor's report.

Tenderers must attach a credit rating from a certified credit rating institute. This must not be older than 6 months. It is important that tenderers present relevant documentation in order to support the tenderer's total economic solidity.

If a tenderer will rely on other entities economically, such as a parent company or a supplier group, a commitment statement must be attached, in which the entity provides economic guarantees for the obligations. In such cases, the companies must be jointly liable for the execution of the contract.

Teknisk og faglig kapasitet:

Tenderers must have sufficient capacity. A description must be given of the tenderer's technical units, their size/capacity and competence, which can be involved in the implementation of this project, as well as the company's total capacity.

Tenderers must describe which sub-suppliers they plan to use, what areas of competence will be covered by these sub-suppliers, as well as how much of the total delivery the tenderer plans to be organised under sub-suppliers.

Tenderers must have sufficient competence and experience. A list of the most important relevant deliveries in the last 5 years, including their value and date, as well as a description of the service that was provided. Experience from equivalent facilities must be documented and verified. A contact person at the contracting authority must be given, with an email address and telephone number.

Tenderers must substantiate by a simple description that they can deliver a technical system that meets the treatment capacity and water quality requirements within the design prerequisites and area limitations in the requirements specification, see annex B Technical Description.

Tenderers must document experience with the execution of equivalent projects based on a similar execution model, which will form the basis of this project.

Tenderers must have the ability to fulfil the requirements specification's treatment requirements and capacity requirements within the described area that is available for the development.
