The project is in Rennesøy kommune at Mosterøy, along TV.561 Mosterøyveien [County Road 561] from Mosterøy school to Finnesand. The basis for the project is the zoning plan, plan ID 2013-2006, adopted by Rennesøy municipal council on 18.6.2015 and with amendment after processing of appeals, 03.9.2015.
The project involves construction of the new foot/cycle path and expansion of the existing Fv. 561 Mosterøyveien [County Road 561] on a 4,2 km stretch. The contract includes i.a. the construction of cattle sub-passages, concrete walls, ashlar walls, bus-bays, road, water and sewage work, agriculture drainage, low current and high current cables and road light systems. There is a school and private residences/farms along the construction area.
The project will be carried out model-based, the model applies ahead of drawings.

Tenderers must be a legally established company.
Documentation requirement:
Company registration certificate foreign tenderers can submit an equivalent certificate in accordance with the legislation in the tenderer's country of establishment.

The tenderer must have good economic and financial capacity to complete the contract.

The tenderer must have positive equity.
Documentation requirement:
The tenderer’s annual financial statements, annual report and auditor’s report for the last 3 years and newer information (quarterly accounts) of significance to the tenderer’s fiscal figures.

Teknisk og faglig kapasitet:
Relevant experience: the tenderer must have sufficient experience of a relevant nature and degree of difficulty from road construction work, concrete work and ashlar walls
Builders' experience: the Norwegian Public Roads Administration and other builders' experiences with the tenderer will be evaluated.
HSE: The tenderers shall have a system that shows that they work proactively as regards health, working environment and safety (SHA) The system shall be subject to periodic review. The tenderer and central contract assistants should have an average H1 value lower than 15 lower than 15 for the previous 3 years.
