The objective of the joint contract is to ensure efficient and simple access to furniture and fittings for offices, schools and institutions for the Contracting Authority's enterprises.
The need for furniture and fittings is extremely varies amongst the Contracting Authority's enterprises. There are often different consideration that must be addressed, and there are strict requirements regarding functionalities, durability, user-friendliness, safety, ergonomics and environment.
There is also a major focus on furniture and fittings that can create a homely atmosphere.
For this reason, we do not just want a contract with a service provider(s) that has a good standard range. The Contracting Authority wants a service provider(s) who has a broad and many faceted merchandise selection of good quality, also including a merchandise selection that can contribute to a lower environment impact.

The contract includes the purchase of furniture that naturally falls under the product areas below:
— office furniture,
— school furniture,
— institution and health furniture,
— internal sun shading.
In Contract Annex 3, price and product form, the Contracting Authority has specified a representative section of the basic need for furniture that is covered by the joint purchase agreement. The contract scope is not limited to the furniture in the contract annex. The contract scope will include the entire product range of the selected service provider(s) within the above listed product areas.

Furniture that naturally falls under the product areas listed below is exempt from the joint contract:
— institution beds, mattresses and bedside tables,
— furniture and fittings for nursery schools,
— used furniture.

Beskrivelse av opsjoner:
The contract can include the purchase of lighting as well as furniture designed and produced specifically to solve a specific need/function at the Contracting Authority's enterprises. However, the enterprises are not obliged to utilise the service provider(s) for the purchase of lighting and specially designed/manufactured furniture (non exclusive option).

Juridisk, økonomisk, finansiell og teknisk informasjon
Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1: tenderers shall be a legally established company.
Documentation requirement: Norwegian companies must enclose a company registration certificate. Foreign companies must document proof that the company is registered in a trade index or register of business enterprises as legislated in the country where the tenderer is established.

Requirement 2: the Contracting Authority will require that the chosen tenderer to present a tax certificate and a VAT certificate.
Documentation Requirement: the tax certificate must not be older than 6 months old at the deadline for submitting a request for participation in the competition or a tender.
Økonomisk og finansiell stilling:
Requirement 1: tenderers must have sufficient financial capacity to carry out the assignment/contract. The Contracting Authority will assess turnover, annual results, as well as key figures in the balance sheet.
Documentation requirement: the company's last Financial Statement including notes, the Board's Annual Reports and Audit Reports, as well as recent information of relevance to the company's fiscal numbers.
The Contracting Authority reserves the right to obtain credit ratings on its own initiative.
Teknisk og faglig kapasitet:
Requirement 1: the tenderer must have experience from relevant/equivalent deliveries. This means deliveries that can be compared with the extent and content of the deliveries in this contract.
Documentation requirement: a brief description of the primary deliveries in the last 3 years, including information about the contract value, delivery date, number of delivery locations and the name of the Contracting Authority.
Requirement 2: the tenderer is required to have implemented quality assurance measures that ensure the tenderer is suitable to fulfil the contractual obligations for social requirements (see Point 6.7 of the contract). This means that the tenderer has methods for managing the supplier chain and tracking systems that enable follow-up of compliance with:

Basic human rights, including, amongst other things:
— no person must be subjected to torture or gruesome, inhuman or degrading treatment or punishment (UN’s Universal Declaration of Human Rights Art. 5),
— all workers have the right to fair and good payment ensuring them and their family a dignified existence, and if necessary, complemented by other social protection (UN’s Universal Declaration of Human Rights Art. 23.3),
— everyone has the right to rest and leisure time, including reasonable limiting of work hours and regular holidays with pay (UN’s Universal Declaration of Human Rights art. 24)
ILO's core conventions:
— ILO convention No 138 and 182 (ban on discrimination), numbers 29 and 105 (ban on discrimination) and numbers 100 and 111 (ban on discrimination) and numbers 87 and 98 (freedom of association and right to collective bargaining).
Documentation requirement: a description of the the system for managing the supplier chain, that the tenderer will use to implement the contract. This comprises quality assurance measures that enable systematic follow-up of the work with safeguarding basic human rights and ILO’s core conventions down the supplier chain/production process.

A description of the tracking systems that the tenderer will use to fulfil the contract. The description must state methods and/or systems that enable tracking of the production locations and country of origin involved in the supplier chain for the goods in this contract.

The following will be seen, amongst other things, as relevant documentation when submitting a tender in accordance with the description of the above documentation requirement:
— the tenderer's guidelines for safeguarding basic human rights and ILO's core conventions in its supplier chain (code of conduct), and information about how these are anchored and implemented in the company, and in relation to the tenderer's sub-suppliers,

— routines or similar that state how the tenderer works to safeguard basic human rights and ILO's core conventions in their supplier chain. The routines should, amongst other things, identify who will be responsible for the work, how the tenderer has/obtains knowledge about the production location and production country, how the tenderer examines the manufacturing conditions and what the tenderer does if breaches are discovered.

Requirement 3: the tenderer must have implemented environmental management measures. This means that the tenderer must have methods for working actively and systematically to reduce negative environmental impact from activities related to the delivery of furniture.

The Contracting Authority must cancel the contest for furniture for offices, schools and institutions. The cancellation is due to a stipulated minimum requirement that restricts competition in the procurement.
The Contracting Authority will immediately announce a new contest. The formulation of the contest and the contest material will mainly be the same. Changes/clarifications made by the Contracting Authority will be in a separate document.
The Contracting Authority draws attention to the fact that the tender deadline has been changed in the new contest, but the date for testing furniture is the same as that in the cancelled contest.
Tenderers who have registered an interest in the cancelled contest in the tender management system will be directly invited to the new contest. Tenderers who have not registered an interest in the contest can register their interest through the tender management system (EU-supply).
