The objective of the tender competition is to enter into three parallel Framework Agreements with three providers who can meet the Contracting Authority’s requirement for sun shading with associated services.

Call-offs will be made through staggered deliveries during the contract period. The contract must always apply to all the Contracting Authority's addresses in each municipality.

The agreements are focused on all service areas/service locations in the municipality and companies. The Framework Agreements shall include municipal buildings and residences in the municipalities, including schools, nursery schools, nursing and activity centres, nursing homes, old people’s homes, swimming pools and sports centres, flats, office buildings, arts centres, municipal rental housing, health centres, etc.

The objective of the contract is to provide the municipality's service locations and companies with easy access to sun shading products and installation thereof, as well as accompanying services, in addition to a good balance between the price and the quality of the products and services that must be delivered.

The Framework Agreement covers, amongst other things, the following products and services:

— external, sun shading, including: screens

venetian blinds

awnings

Installation/service/maintenance/repairs

— internal sun shading, including: pleated curtains

Lamellar curtains

Blinds

Venetian blinds

Installation/service/maintenance/repairs.

Beskrivelse av fornyelser:

The contract period is 2 years with an option for extension of the contract one or more times, up to 2 years. The total contract period will be 4 years if the full option is taken up.

Egnethet til å utøve yrkesvirksomheten:

Requirement 1: in the tender documentation — Tax certificates: tenderers must have their tax and VAT payments in order.

Documentation requirement: Tax and VAT certificate.

A certificate for tax and VAT issued by either the local tax office or the tax collection office where the tenderer's head office is located. The certificate can be obtained from Altinn.no.

The certificates shall not be older than 6 months, from the tender deadline.

Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement 2: in the tender documentation — company registration certificate: tenderers must be a legally established company.

Documentation Requirement: Norwegian companies: Company Registration Certificate

Foreign companies: verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement 3 in the tender documentation — Finances: tenderers are required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the contract period

The credit worthiness that will apply for qualification for this competition is A/Risk class 5 (credit worthy). Tenderers with a lower rating may be rejected.

Documentation requirement:

The Contracting Authority will obtain an extended report. The report contains the auditor's report, negative payment remarks, accounts and rating history, and shall be based on the last known accounting figures. The extended report from the Norwegian company will be assessed for Norwegian companies that submit a tender on behalf of a foreign company.

Companies without sufficient credit rating, newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender.

If the tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove the economic and financial position with any other document that the Contracting Authority deems suitable.

Teknisk og faglig kapasitet:

Requirement 4: in the tender documentation: implementation ability – very good implementation ability is required.

Implementation ability means that the tenderers are required to have an organisation that has the capacity to fulfil the contract.

Documentation requirement:

A description of the tenderer's technical personnel or technical units the tenderer has at their disposal to fulfil the contract, regardless of whether they belong to the company or not.

Requirement 5: in the tender documentation — experience: good experience is required from equivalent assignments.

Equivalent assignments mean assignments that are provided to businesses, i.e. companies, organisations, enterprises and equivalent.

A list of the 5 most important deliveries or services performed during the past 3 years, including information about the value, time, and the name of the public or private recipients with contact information for any references.

Requirement 6: in the tender documentation — quality management system: a good and well-functioning quality management system is required for the services that are provided.

The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.

Requirement 7: in the tender documentation — environmental management system: routines that ensure low environmental impact when performing the delivery are required.

Requirement 8 in the tender documentation — HSE self-declaration: tenderers who will be performing work in Norway must present a self-declaration indicating that the tenderer meets, or if awarded the contract will meet, legal requirements in Norway concerning health, safety and the environment.

A completed HSE self-declaration (annex 7 to The Tender Documentation). The HSE self-declaration shall be signed by the general manager and a representative for the employees.
