Politiets fellestjenester [Norwegian Police Shared Services]

Politiets Fellestjenester (PFT), hereafter called the Contracting Authority, invites tenderers to apply for participation in a contest with negotiations for Framework Agreements for the delivery of electronic security for the Police. The Contracting Authority will enter into the Framework Agreements on behalf of the Police and Politiets Sikkerhetstjeneste (PST). The Police means the National Police Directorate and all underlying units.
The procurement is divided into the following lots:
Lot 1: Top system/situation management system, 1 tenderer nationwide for the selected properties.
*The top system is subject to final approval of the financing. I.e., the decision required to procure this system has not been made yet.
Lot 2: Access control (AAK), burglary alarm (AIA) and TV surveillance (TVO) for 'open systems'.
3-5 tenderers nationwide.
The offered systems must be open, and they must be able to be delivered and supported by several suppliers. Proprietary systems or one-supplier systems cannot be offered.
Lot 3: Access control (AAK) for locked systems, (including a service contract): Amag Technology/Standly SSM.
1-2 tenderers nationwide.
*Lot 3 will mainly be used in existing sites in the contract period.
Lot 4: Access control (AAK), burglary alarms (AIA) for locked systems, (including a service contract): Bravida Integra
1 tenderer nationwide.
*Lot 4 will mainly be used in existing sites in the contract period.
Electronic security means the following:
— Top system (situation management system),
— Automatic burglary alarm (AIA),
— Automatic access control and arrest monitoring (AAK),
— TV surveillance, software and integration systems (TVO).

The selected tenderers must achieve the best number of total points for price and quality for both AAK, AIA and TVO.

Tenderers who submit a tender must be able to deliver at least 2 of the current systems for AAK, AIA and TVO. The Contracting Authority currently has very many different systems within the different areas, and would like to reduce this number.

An overview of the systems in the different geographical areas will be available after the pre-qualification.

*It must also be possible to use the access control and TV surveillance in special buildings such as arrest.

Tenderers must have good experience and competence in assignments of an equivalent nature, scope and complexity as those included in the Framework Agreement(s) that the application covers.

Tenderers must have technical units (systems) to cover the lot(s) that are included in the application.

Tenderers must have sufficient capacity and implementation ability to enter into the nationwide Framework Agreement included in the application.

Tenderers shall have established connections with any sub suppliers/collaboration partners/agents and shall have the right of use of the offered resources during the contract period.

Tenderers must have a good and well-functioning system for quality assurance/management

That is suitable for the content of this contract.

Tenderers must be able to handle security graded information on a restricted level in the tender phase, cf. the National Security Act.

Objektive utvelgelseskriterier:

The Contracting Authority intends to invite between 3-6 tenderers for lot 1, top system, and 5-10 tenderers within lots 2-4, who will be given the opportunity to submit tenders, as long as a sufficient number of tenderers register.

If the number of qualified tenderers exceeds the Contracting Authority's limit, we will choose the tenderers who best fulfil the technical and professional qualification requirements, assessed in an order of priority:

— tenderers (as a company) must have good competence in assignments of equivalent nature, scope and complexity as those included in the Framework Agreement(s) that the application covers,

— tenderers must have sufficient capacity and implementation ability in the relevant areas that are covered by the Framework Agreement(s) that the application covers.
