The objective of the tender competition is to cover the Contracting Authority's requirements for purchase, removal, repairs and assembly of fences, gates and other fencing materials for all municipalities included in the Contracting Authority's organisation.

The Framework Agreements shall cover the Contracting Authority's requirements for fences and gates for all of the Contracting Authorities' properties. The Framework Agreements include:

— the delivery and assembly of fences, gates and other fencing materials,

— all works related to disassembly and transportation of old fencing materials, including steel and concrete,

— repairs of current fences (materials) and gates,

— procurements of fences, gates and fencing materials for works carried out by the Contracting Authority,

— hourly-paid work without the supply of materials. E.g. clearing of trees and bushes in the route of the fences.

The assignments must be implemented as agreed with the Contracting Authority and any written work descriptions/drafts issued by the Contracting Authority.

The Framework Agreements also include projects of different complexity and degree of difficulty.

Company registration certificate:

Requirement: tenderers shall be a legally established company.

Documentation:

— Norwegian tenderers: company registration certificate from the Brønnøysund Register Centre,

— Foreign tenderers: registration certificate in a professional register as determined by legislation in the country where the tenderer is established.

Tax and VAT certificates:

Requirement: the tenderer's tax and VAT payments shall be in order.

— Norwegian tenderers: Tax and VAT certificate, not older than 6 months calculated from the tender deadline (https://www.altinn.no/no/Skjema-og-tjenester/Etater/Skatteetaten/Attestbestilling/),

— Foreign tenderers: certificate issued by the relevant authority in the tenderer’s home state, confirming that the tenderer has met its obligations regarding tax and VAT payments. The certificate shall not be more than 6 months old when calculated from the tender deadline expiry.

Økonomisk og finansiell stilling:

The Contracting Authority will obtain the credit rating Commercial Delphi Score from Experian as documentation. The tenderer must as a minimum achieve a rating of “Credit worthy”, i.e. the tenderer must be in risk classification 5 or higher on the Experian scale.

Alternatively, when submitting a tender, tenderers can enclose an updated credit rating from an approved credit rating company, verifying that the tenderer has achieved an equivalent credit level. The credit rating shall show the current economic situation of the company.

Companies registered in other countries than Norway must enclose a credit rating.

If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial position with any other document that the Contracting Authority deems suitable.

Minste nivå(er) av standarder:

Tenderers shall have settled economic conditions and the economic ability to execute the contract, and the tenderer must, as a minimum, achieve a rating of credit worthy and have a minimum of 6 000 000 NOK in operating revenue in the last available fiscal year.

Teknisk og faglig kapasitet:

Experience:

As documentation, tenderers shall submit a list of the most important, comparable assignments, including specific information on:

— the assignment (brief description),

— contract value excluding VAT,

— date (year) of the assignment,

— Contracting Authority.

Based on the list, the tenderer shall state names and e-mail addresses of contact persons for the 3 most relevant assignments. The references will only be contacted if required.

Tenderers may do this by including documentation on the competence of the personnel that can be used for this project, including experience that has been acquired while the personnel was in the service of another employer.

Quality assurance system:

Documentation: the tenderer shall enclose certificates for the company's quality assurance system/quality management system issued by independent bodies that confirm that the tenderer meets approved quality assurance standards such as ISO 9001:2008 or the equivalent.

The Contracting Authority also accepts other documentation that demonstrates that the tenderer has a well functioning system for ensuring quality customised to the nature and scope of the assignment. As a minimum, the tenderer must present a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this assignment.

The tenderer must have experience from minimum 3 comparable assignments relating to contracts for fences and gates as described in the tender documentation for the last 3 years. Several smaller, relevant contracts within the same time frame can in overall prove that the tenderer has the equivalent qualifications.

Quality assurance system:

The Contracting Authority requires tenderers to have a well-functioning system for ensuring quality customised to the assignment's nature and scope.
