The Contracting Authority intends to enter into 3 parallel Framework Agreements with a temporary staff agency that can provide temporary employment to the health and care sectors in the municipalities.
The objective of the procurement is to ensure access to health professionals when the municipalities’ own temporary staff are unable to cover the need. The Contracting Authority primarily wants Norwegian-speaking authorised nurses.
If the Contracting Authority has a need for other types of temporary staff during the contract period, the chosen supplier shall be invited to submit a tender to cover the Contracting Authority's needs.
The hired personnel shall be paid in accordance with the individual municipality's prevailing tariff agreement and the Norwegian Working Environment Act's regulations.
The competitive element to this tender competition is the temporary staff agency's mark-up for communicating and administering the temporary staff.
The Framework Agreements must include all present and any future health and care professional units included in the INNOFF municipalities. Other independent units that are mainly financed by the municipalities can also enter the Framework Agreements.

In general, the municipalities require the service to be provided in accordance with the at any given time prevailing laws, regulations and other requirements given by the authorities. The service shall as a minimum be provided in accordance with the requirements for competence, accuracy and professional skills that are common for the business sector.

Beskrivelse av fornyelser:
The assignment period is 1 year with an option for an extension for 1 + 1 +1 year.
The option will be automatically activated unless the Contracting Authority notifies otherwise, by at least 1 month before the contract expires

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer is required to have a legally established company.
Satisfactory financial solidity to fulfil the contract is required.
Teknisk og faglig kapasitet:
1) The tenderer must comply with the ILO's core convention No 94;
2) The tenderer must comply with the provisions in the regulations from 8.2.2008 regarding wage and working conditions in public contracts;
3) The tenderer must be registered as a temporary staff agency in the Norwegian Labour Inspection Authority;
4) Tenderers shall not have been legally convicted or fined for corruption and/or financial fraud in the last 5 years;
5) Experience from equivalent assignments is required: providing health personnel/nurses to public institutions;
6) The proposed personnel must be in command of Norwegian, verbally and in writing, and the personnel must have specified and acknowledged competence for the requested service;
7) The tenderer must have the complete employer liability for the hired personnel.
