Framework Agreement Support for Training and Administrative Assistance in the the Oil for Development Programme

The Oil for Development Programme (OfD) supports, based on the Norwegian experience, developing countries in the responsible management of their petroleum resources. The programme consists of 4 components: resource management, revenue management, environment management and safety.
Norad coordinates and manages the OfD program's training offerings when the activities include several program components. This agreement will cover Norad's need for assistance in connection with trainings in the OfD program. Furthermore, the agreement may be used for assistance in connection with delegation visits. The supplier shall, among other things, assist the client in planning and conducting courses, workshops and other trainings that Norad is responsible for by virtue of its assigned role in the OfD program. This includes a basic value chain course with a duration of 3 weeks that will be held in Oslo.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:
Self-declaration confirming sufficient knowledge on the part of tendered personnel prior to travel to high-risk areas.
For travel to high-risk areas, the Contracting Authority requires that tendered personnel possess sufficient knowledge about first aid and stress management (and in some cases personal security as well) prior to departure. The tenderer must therefore verify that the personnel who have been tendered, and who will be travelling to high-risk areas, will fulfil these requirements prior to departure. It is the duty of the supplier (employer’s liability) to ensure this. It must be confirmed in the letter of tender.
