The contracting authority needs to enter into a framework agreement for the supply of tax-free and taxable diesel and a limited amount of AdBlue. The contract is divided into 3 lots:
1) The supply of diesel and AdBlue to a separate plant at Vatne operational station, diesel for the aggregate tanks in various municipal buildings as well as the delivery and assembly of an AdBlue tank plant;
2) The supply of diesel to Forsand municipality, from 1.1.2020;
3) Small diesel deliveries for 3 different locations belonging to the City Operations.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. The tenderer must as a minimum achieve a rating of “Credit worthy”, i.e. the tenderer must be in risk classification 5 or higher on the Experian scale.
Minste nivå(er) av standarder:
As documentation the contracting authority will obtain the credit evaluation Commercial Delphi Score from Experian (The contracting authority subscribes to services from Experian).
The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the supplier's economic situation.

The tenderer can enclose a credit rating from a certified credit rating company showing that the tenderer fulfils the requirement. The credit assessment shall be based on the last available accounting figures.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
Teknisk og faglig kapasitet:
The tenderers must have experience from at least two relevant assignments for the supply of goods as described in this document, as regards the scope and complexity.
Minste nivå(er) av standarder:
Documentation requirement: Tenderers must attach a list of the most important relevant assignments the last 3 (three) years. The assignment description must include a specification of the assignment value, assignment length and the recipient (name, phone number and email address). The tenderer is responsible for documenting the assignment’ relevance through their description. The references will only be contacted if required.
