Varighet: 24 måneder
Beskrivelse av fornyelser:
The Contracting Authority will have an option to extend the contract for 1 + 1 year, so that the total possible contract length is 4 years + the start-up phase.
Beskrivelse av opsjoner:
The Contracting Authority will have an option to change the interface for ordering number plates, as Autoreg will be replaced with a new system in 2020. A general description of the possible new interface is given in the annex called “General Description of a Possible New Interface for Ordering Number Plates”.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be a legally established company
Tenderers must confirm that they comply with this requirement when submitting their tenders.
Tenderers must present the following documentation proof if requested by the Contracting Authority.
Norwegian tenderers: company registration certificate.
Foreign companies: documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic capacity to implement the contract.
This must be documented by the annual accounts for the previous 3 fiscal years, including the board’s annual reports, profit and loss accounting, balance sheets, notes, and the auditor’s reports.
The Contracting Authority will obtain a credit assessment of tenderers from the company Experian. This credit assessment will be part of the evaluation of the tenderer's financial and economic capacity.
Minste nivå(er) av standarder: Tenderers must have sufficient economic capacity to implement the contract.
Teknisk og faglig kapasitet:
Tenderers must have carried out assignments of a similar nature, complexity/degree of difficulty and scope/size.
Tenderers must confirm that they comply with this requirement when submitting their tenders.
Tenderers must present the following documentation proof if requested by the Contracting Authority.
A list with a minimum of 2 (maximum 5) of the most important relevant assignments and services performed in the last 3 years, including information on the value, extent/scope, dates, a brief description of the assignment, and the name of the public or private recipient.

In addition to the documentation that the tenderer has submitted, the Contracting Authority may emphasise its own documented experience with the tenderer.
Tenderers must have sufficient implementation ability.
Tenderers must give an account of how sufficient implementation ability for this assignment will be ensured.
Tenderers must describe the production capacity, material and technical equipment that they have at their disposal to fulfil the contract.
Tenderers must have a well-functioning quality system suited to the content of the contract. The quality system must ensure that the agreed requirements are fulfilled throughout the entire contract period.
Documentation that the quality system includes the following:
— quality control in the form of a system for handling deviations, for example, how quality checks are carried out in order to minimise the risk of dispatching number plates with errors,
— quality control in the form of documented routines,
— quality assurance in the form of measurable goals that are followed up,
— quality development in the form of assessments and improvement measures.
A certificate for a certified quality system issued by an independent third party, or other proof that the tenderer has a quality system that meets the above requirements, must be attached to the tender.
Tenderers must have procedures in place to carry out the assignment in an environmentally appropriate manner.
Documentation that the tenderer practices work that actively promotes the environment. A description must be attached to the tender of the tenderer's environmental work (extent and type) and how the environment work will be carried out in this assignment.

— if a tenderer is certified, a valid certificate from a third party verified system can be attached to the tender, (e.g. Miljøfyrtårn, ISO 14001, EMAS),
— tenderers must describe how the number plates are constructed, whether recycled material has been used as a raw product in production, whether different materials are mixed together so that it is difficult to recycle the material, and whether there are elements in the number plates that are hazardous to the environment and health.
