The primarily objective of this procurement is to cover the joint ministries’ need for temporary staff, primarily during illness, leave of absence, holiday leave and for special ad hoc assignments. The assignments will be of varying length. The areas that need temporary staff are located in archive, secretarial, accounting, simpler case management, etc. and within ICT, hereunder primarily for user-support.
The framework agreement will be valid for 2 years from when it is signed. The contracting authority (client) has an option to extend the framework agreement for an additional 1 year + 1 year.
The framework agreement will take effect immediately after signing.
This procurement is divided into 2 lots as follows:
1) Lot I: Administration:
The anticipated contract value of Lot 1 is between 12 000 000 NOK and 18 000 000 NOK excluding VAT for the 4 year period;
2) Lot II: ICT
The anticipated contract value for Lot 2 is between 10 000 000 NOK and 15 000 000 NOK excluding VAT for the 4 year period.

These entities will have the option to connect with all of parts of the framework agreement at any time during the contract or triggered option period on the same terms as DSS.

The anticipated contract value for lot II is between 10 000 000 NOK and 15 000 000 NOK excluding VAT for the 4 year period.
Sub-contract II includes the following occupations:
— user-support — service the user centre and 1

— training and information with the ICT services,

Requirements: the tenderer shall be a legally established company.
Documentation:
Norwegian tenderers: company registration certificate.
Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: paid taxes and duties.
Documentation:
Norwegian tenderers: a certificate, not older than 6 months, verifying that the tenderer has fulfilled the tax, employer contribution and VAT payment obligations.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
Requirement: tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
A credit rating with key figures from a recognised credit assessment company, or other form of documentation to verify that the requirement has been met.
Teknisk og faglig kapasitet:
Requirement: tenderers must have sufficient ability and experience to carry out the delivery.
Documentation: a description of the tenderer's 3 most relevant assignments in the last 3 years, together with information on the contracts' value, date of delivery or execution and the name of the recipient. Relevant assignments means temporary staff management within the disciplines included in the lot.

Collectively, the reference assignments will document that the tenderer has relevant experience from the delivery of temporary staff in all of the disciplines listed in Annex 1.
This does not imply that a single reference assignment must entail temporary staff within all of the listed disciplines. It is sufficient that the assignments collectively document such experience.
Equivalent assignments does not mean assignment of equivalent value to this procurement. In order to be considered equivalent, the annual value of the assignment must exceed 1 000 000 NOK.
Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.
