Framework Agreement for the Procurement of Plumbing Services

Rogaland fylkeskommune

Rogaland County, c/o the Building and Property Department, is the contracting authority for the contract and would like to enter into a framework agreement for the procurement of plumbing services and accompanying materials.

The framework agreement will include the following plumbing services:
— materials,
— engineering design services for plumbing assignments,
— training and courses for operational personnel,
— planned maintenance work,
— urgent assignments and acute improvement work,
— service on heating installations: electrical sanitation, heating, water fog, gas, and sprinkler installations,
— partial renovation or total project.
So far we have used framework agreements for both renovation and total projects, but we reserve the right to go out of the framework agreements and hold separate contests for major projects and subcontracts.
The following services are not included in the framework agreement:
— the contracting authority has a separate framework agreement for water treatment for preventing legionella,
— properties under their guarantee period,
— projects that have already been started.

The Building and Property Department has the builder and property manager function for Rogaland County, and has offices in Stavanger. The section is responsible for organisation, planning, engineering design services and execution of the construction projects approved by the county council.

In the contracting authority's buildings there are, amongst others, pupils and teachers at sixth form colleges. Some colleges have facilitated departments, and special considerations must be taken here. In addition, zone 3 has agricultural properties with animals and one property with fish farming installations.

The contracting authority is organised with buyers, and currently has approx. 30 operations managers, as well as the Building and Property Department with buyer function in the framework agreement. Tannhelse Rogaland FKF also has a buyer function in the framework agreement. The signed framework agreements can also be used by other departments and entities within Rogaland County, also those who have a separate business registration number.

The framework agreement is split into 4 zones. Tenderers can choose which zones they will submit a tender for. Tenders can be submitted for all zones. Each zone will be seen as a separate contest when the tenders are evaluated.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Registered in a trade register or company register.
Requirement: tenderers must be a legally established company.
Documentation requirements:
— Norwegian companies: company registration certificate,
— foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: tenderers must have sufficient economic capacity to implement the framework agreement.
Documentation requirement: the contracting authority will obtain a credit rating based on the last known fiscal figures. The contracting authority reserves the right to obtain the annual accounts or other documentation if this is necessary to evaluate the requirement.

Teknisk og faglig kapasitet:
Requirement: tenderers have good experience from equivalent framework agreements.
Documentation requirement: an overview of the most important reference assignments carried out in the last 5 years (maximum 3 relevant), including information on:
1) Value;
2) Date;
3) Location;
4) A brief description of the assignment;
5) The name of the public or private recipient and the name of the contact person at the contracting authority (the contact person at the contracting authority can be contacted if needed). Environmental ambitions for the reference projects are also to be given. Individual CVs do not need to be submitted.

Requirement: (quality system) tenderers must have a well-functioning quality management system that is relevant to the content of the contract.
Documentation requirement: tenderers must submit a description of their quality management system, including the tenderer’s quality assurance measures. The documentation must, as a minimum, describe the following points: (a) the organisation's quality policy and quality goals;

(b) the work processes and work procedures that are relevant for the content of this contract;
(c) the method that sees to systematic measurements of customer satisfaction and continual improvements of performance.
Documentation can be requested.
Alternatively: the tenderer can submit certificates pertaining to the company’s quality management system issued by independent bodies confirming that the tenderer fulfils certain quality management standards, for example ISO 9001 or equivalent.
Requirement:
Environmental management: tenderers must have a satisfactory environmental management system suited to the content of the contract.
Documentation requirement: tenderers must present a description of the tenderer’s environmental management measures. The description shall include procedures and check-lists for the services offered in the contract, that show satisfactory environmental management of the deliveries/services. The procedures and the check-lists shall show how the tenderer meets the requirements for outer environment in accordance with the internal control regulation and pollution control act. The tenderers shall document that the system is regularly reviewed and that they have an active system for deviation management and improvements. Tenderers shall document their environmental performance/procedures within the themes of purchasing, energy, waste, transport and/or emissions (only relevant themes). Maximum 600 words.

Alternative 1: if a tenderer is eco-lighthouse certified, it is sufficient to enclose the certificate.
Alternative 2: if the tenderer has ISO14001 certification (or equivalent), it is sufficient to enclose the certificate.
Requirement: tenderers must have the economic capacity to carry out the assignment.
Documentation requirement: a statement of the tenderer's average workforce and the number of employees in the administrative management in the last 3 years (can be the same document as the organisation chart). CVs must not be submitted for individuals.
