Bærum municipality, henceforth referred to as the contracting authority, invites tenderers to a restricted tender contest for a framework agreement for consulting engineering services for Fire Safety Engineering (RIBR).
Bærum Municipality needs different types of fire consultancy services for its properties.
Typical services/consulting include:
— create a dialogue and understanding between the owner and user of the building as regards fire prevention measures
— fire resistance condition assessments and mapping of buildings
— Prepare and make estimates of long term maintenance plans for fire protection
— have an overview of relevant requirements for properties as regards old and new building regulations
— update constructional engineering provisions, fire drawings and the required documentation
— follow-up measures in MOM and changes in existing buildings, verify new systems and ensure that an adequate basis is documented
— carry out or participate in full-scale fire practices and follow-up fire prevention installations for a trial period
— organise fire prevention training and fire practices for employees in the whole municipality
— prepare risk assessments and analyses
— inspect compliance with fire prevention requirements in existing buildings
— prepare a fire concept and strategy, including emergency plans and fire drawings in existing buildings, as well as minor engineering design services in order to comply with the fire prevention requirements,
— general fire prevention engineering design services and advice in existing buildings and constructions.
The framework agreement does not include engineering design services for new building projects. Neither does it include major engineering design services or engineering design services for renovation and maintenance projects that involve several disciplines.

The municipality owns many types of buildings. The assignments are related to the following building categories:
— town hall, office and service buildings,
— primary and secondary schools,
— nursery schools,
— swimming pools, sports centres/facilities,
— churches and cultural buildings,
— residential and treatment centres (nursing homes),
— sheltered accommodation flats and welfare dwellings,
— psychiatric accommodation,
— stores and workshop buildings.
The list is not exhaustive.
Varighet: 24 måneder

The contract has a duration of 2 years with option for extension 1 or more times up until 2 years.

Requirement — company registration certificate:
The tenderer must be a legally established company.
Documentation requirement:
Norwegian tenderers: company registration certificate
Foreign companies: verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement — tax certificates:
The tenderer's tax and VAT payments must be in order.
Documentation requirement:
Tax and VAT certificates:
A certificate for tax and VAT issued by either the local tax office or the tax collection office where the tenderer's head office is located. The certificate can be obtained from Altinn.no
The certificate must not be more than 6 months old at the time of the tender deadline expiry.
Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirement — financial:
The tenderer is required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the period of the agreement.
A creditworthiness of score A (creditworthy) is required to be eligible for participation in the contest. Tenderers with a lower score are not qualified for participation.
Extended credit rating/report, not older than three months, from a publicly certified credit rating company, containing a credit rating of the tenderer, typically given by a letter or brief text, as well as an explanation of this. The report must be based on the last known fiscal figures. The date must be clear.

Companies without sufficient credit score AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre are not always able to document that the requirement is met. If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:
Requirement — approvals:
The tenderer must be certified in accordance FG certification (Insurance Companies' Approval Committee) for fire alarm systems and sprinkler systems, or equivalent certification where it is substantiated that the tenderer's quality assurance system safeguards the requirements for FG certification.

Documentation requirement:
Copy of documentation must be enclosed.
Requirement — implementation ability:
The company is required to have an organisation that has the capacity to implement the contract.
An organisation chart with a description of the company's technical personnel or technical units the company has at their disposition to fulfil the contract, regardless of whether they belong to the company or not.
Experience requirement:
Very good experience from equivalent assignments is required. Equivalent assignments means assignment in fire safety engineering performed in accordance with all previous technical building codes, as well as cultural heritage buildings (listed buildings).

A list of a maximum of 5 principle assignments or executed fire safety consultancy services in the last 3 years, including information on:
— municipal building categories,
— fire safety consultancy services that affect older building codes [building regulations],
— fire safety consultancy services for older buildings to achieve technical solutions in accordance with Building Codes 1987 (BF 87) or later,
— fire safety consultancy services for engineering design of new buildings (VTEK),
— value of own fees,
— date,
— use of aids/simulation tools to implement the assignment,
— name of the public or private recipient with contact information for any reference collection (email and mobile).
Annex 3: a list of a maximum of five principle assignments or fire safety consultancy services executed in the last 3 years must be completed and attached to the tender as documentation verifying that the requirement has been met.
Requirement — quality management system:
A good and well-functioning quality management system is required for the requested services.
The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.
