Økonomisk og finansiell stilling:

Tenderers are required to have a legally established company. Company registration certificate, alternatively a StartBANK ID. Foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the business is registered.

Tenderers are required to have satisfactory financial implementation ability. The size of the turnover, seen in relation to the contract value, can be emphasised.

Statsbygg will carry out a credit rating of tenderers. Tenderers can, in addition, be asked to submit the auditor confirmed annual accounts, alternatively, state their StartBANK ID.

Throughout the entire lifetime of the framework agreement, tenderers must have the ability to manage and store security graded information in the scope and the degree established for the contract work.

Central functions at the tenderer must be able to fulfil the requirements for Norwegian security clearance. Signed and completed 'self-declaration on security', see Annex 2.

If information is available about the tenderers and/or their subcontractors, that gives the contracting authority grounds to believe that the qualification requirement will not be fulfilled, this may result in the tender offer being rejected. In such a case further documentation can be requested from the tenderer and/or Statsbygg itself will obtain further information.

Teknisk og faglig kapasitet:

Tenderers are required to have sufficient experience from assignments with a transferable value to this contract.

An overview of up to the 5 most important relevant reference assignments carried out in the last 5 years, including information on:

— contract value,

— date,

— brief description of the assignment,

— the contracting authority and the name of the contact person.

(The references will only be contacted if required).

Tenderers are required to have the necessary professional and organisational qualifications to implement the framework agreement.

An overview of the tenderer’s company must be provided, in the form of an organisational chart, as well as an account of the company’s personnel resources in relation to capacity and competence who will carry out the work under the framework agreement.

The report on personnel resources must take into account the requirement for Norwegian security clearance, cf. the qualification requirement above regarding the ‘ability to handle security graded information’.
