Kolumbus AS will have the secretariat function in this procurement.
The contracting authority invites tenderers to an open tender contest for the hire of multi-functional printers. The contracting authority will choose one tenderer for the entire framework agreement.
Rogaland County and Kolumbus AS are independent legal objects and will sign separate contracts with the winner of the competition. Kolumbus AS has the secretariat function in the procurement and will handle all contact with tenderers in the competition.

The contracting authority currently has a framework agreement with Konica Minolta Business Solutions Norway AS. Each printer has an underlying contract for 5 years. The contracting authority currently has approx. 300 multi-functional printers in the different entities. The underlying contracts for approx. 80 % of these printers expire during the new contract period.

The digital development department administers ICT for all the entities in Rogaland County, in addition to the company Tannhelse Rogaland and the limited company Kolumbus AS.
The printers will be gradually replaced during the contract period. Only new printers are to be offered.
The procurement of multi-functional printers is not covered by this framework agreement.
Based on figures from 2018, this framework agreement will have a total value of approx. 15 000 000 NOK over 4 years. This amount is an estimate and it can deviate throughout the new framework agreement.
The contract period for the framework agreement is set to 4 years from 1.1.2020

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: tenderers must be a legally established company.
Documented by: Norwegian companies: company registration certificate, not older than 3 months calculated in accordance with the deadline for submitting requests for participation in the contest.
Foreign companies: documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Requirement: tenderers must have their tax and VAT payments in order.
Documentation: a tax and VAT certificate must be submitted. The certificate must not be older than 6 months from the deadline for receipt of tenders. See: https://www.skatteetaten.no/skjema/attest-for-skatt-og-merverdiavgift/
Økonomisk og finansiell stilling:
Requirement: tenderers must have sufficient financial capacity to fulfil the contractual obligations.
Documented by: tenderers must submit the annual accounts for the last 3 years, including the board's annual report and the auditor's statement, or possibly other documentation showing that the tenderer fulfils this qualification requirement. In addition the contracting authority will obtain its own credit rating of the company via credit rating company. Tenderers must achieve a rating of 'credit worthy'.

Teknisk og faglig kapasitet:
Requirement: tenderers are required to have experience from at least 2 relevant contracts for the hire of multi-functional printers to major contracting authorities with many users.
Documentation: description of the tenderer's most relevant assignments in the last 3 years. The description must include a statement of the contract's value, date and recipient (name, telephone number and e-mail address). References will be contacted if needed to clarify relevance of the assignment. However, it is the tenderer's responsibility to provide a description substantiating relevance.

Requirement: tenderers must have EMAS, ISO 14001 or Environmental Lighthouse certification.
Documented by: a valid licence number for EMAS, ISO 14001 or Environmental Lighthouse, issued by independent bodies. The contracting authority will also accept equivalent certificates issued by certification bodies in other EEA countries. Other documentation for equivalent environmental management measures will be accepted to the degree that the tenderer has not had the opportunity to get the mentioned certificate by the deadlines stated in this tender documentation. This is provided that this is not the fault of the tenderer.
