This Framework Agreement is for the delivery of fire extinguishing equipment and service on fire extinguishers, fire hoses and fire drums for municipal buildings and residences in municipal buildings in the period May 2019 — May 2023.
A Framework Agreement will be signed between the tenderer and Sola, Rennesøy, Finnøy and Stavanger Municipalities, as well as Sandnes Eiendomsselskap KF (Sandnes Municipality) as the Contracting Authority. Each municipality will sign an individual contract. Sandnes Eiendomsselskap KF/Sandnes Municipality is the secretariat for the contest and will hold the contest on behalf of all of the Contracting Authorities.
Stavanger, Rennesøy and Finnøy will merge and become 1 municipality from 1.1.2020. The contract is subject to minor changes that can come about from this merger. Stavanger, Rennesøy and Finnøy Municipalities will enter into 1 joint legal contract due to the coming merger of the municipalities.

Forsand Municipality has an option to enter into the contract until the municipalities merge on 1.1.2020. Forsand Municipality shall be subject to the same price and contract terms as Sandnes Municipality.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be a legally established company.
Tenderers shall have their tax and VAT payments in order.
Økonomisk og finansiell stilling:
Tenderers shall have their financial conditions in order and have the financial capacity to fulfil the contract and shall as a minimum achieve a rating of creditworthy.
Minste nivå(er) av standarder:
The Contracting Authority will obtain the credit rating Commercial Delphi Score from Experian as documentation. The tenderer must as a minimum achieve a rating of "Credit worthy", i.e. the tenderer must be in risk classification 5 or higher on the Experian scale.

Alternatively, when submitting a tender, tenderers can enclose an updated credit rating from an approved credit rating company, verifying that the tenderer has achieved an equivalent credit level. The credit rating shall show the current economic situation of the company.

Teknisk og faglig kapasitet:
1) Tenderers must have a good implementational ability.
2) Tenderers must have experience from assignments of a relevant nature, scope and complexity.
3) Tenderers must have sufficient capacity to execute the contract.
Minste nivå(er) av standarder:
1) A description of the tenderer's technical personnel or technical units that the tenderer has at his disposition to fulfil the contract, especially those responsible for the quality control.
2) List of the most important, relevant assignments in the last 3 years, including information on:
(a) contract value;
(b) what is included in the assignment (key words);
(c) period for the delivery;
(d) reference person (name, telephone number, email address).
Based on the list, the contractor shall state the name and email address of a contact person for the three most relevant assignments. The references will only be contacted if required.
Tenderers may do this by including documentation on the competence of the personnel that can be used for this project, including experience that has been acquired while the personnel was in the service of another employer.
3) A written description showing that the tenderer has sufficient capacity to deliver fire extinguishing equipment and service on fire extinguishers, fire hoses and fire drums.
