The procurement must cover the contracting authority's need for technical consultancy services in construction (RIB), fire (RIBr), electro (RIE) and HVAC and Sanitation (RIV). The contract will be used for technical consultancy services in connection with the planning of a new sports hall at Moseidmoen. The contracting authority may have a need for assistance in connection with the following types of projects during the contract period:
— reconstruction and/or new construction of nursery schools, schools and sports facilities,
— development of various institutions/sheltered accommodation flats and day centre,
— reconstruction of various municipal buildings,
— assistance in connection with technical assessment and maintenance of buildings and construction,
— ENØK-tiltak [energy economising measures].
In addition there can be new buildings to a major or minor degree during the contract period. The projects will vary in extent and complexity.

Requirement:
The tenderer must have their tax, employer contribution and VAT payments in order.
Documentation:
Tax and VAT certificate. Certificates not older than 6 months calculated from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that payment of taxes and duties is in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's financial director/person responsible for finance.

Documentation:
A credit assessment from a certified credit appraisal agency based on the most recent known accounting figures.
The key figures in the accounts must be presented together with an assessment of the tenderer's payment history.
Teknisk og faglig kapasitet:
Requirement 1:
The tenderer must have sufficient capacity and competence at their disposal to provide the offered service.
Requirement 2:
The tenderer must have good experience from the implementation of equivalent/comparable assignments to the services being offered. Relevant assignments are for example:
— schools/nursery schools,
— nursing homes,
— sports halls,
— buildings, technical installations and associated infrastructure or equivalent municipal property.
Requirement 3:
Tenderers must have good procedures for quality assurance.
Requirement 4:
The tenderer shall have qualifications equivalent to requirements for central certification for enterprise classification 2 in the following certification disciplines: ‘applicant’ and ‘engineering designer’ for disciplines being offered.
Requirement 5:
The tenderer shall have procedures for updating of competence of their specialist personnel in for example technical building regulations. Norwegian standard’s enterprise contracts and relevant industry standards.
Minste nivå(er) av standarder:
Requirement 1:
A description of the number of qualified personnel the tenderer has at their disposal for fulfilment of the contract.
The tenderer must confirm that he has a minimum of 1 extra senior resource of equivalent competence and experience in addition to dedicated resources, cf. Point 9 below.
Requirement 2:
A list with an overview and description of the tenderer's most relevant assignments during the last 3 years per contract area that tenders are being submitted for.
The list/description must as a minimum contain:
— name of customer/recipient,
— scope of the assignment,
— description of the business' role,
— the assignment's value,
— date of the assignment,
— a brief description of the delivery.
It is the tenderer's responsibility to document relevance through the description.
The enclosed template for references shall be used. See Part I), Annex 5.
The same reference can be provided for several disciplines if the tenderer can demonstrate relevant participation.
Requirement 3:
The documentation shall be provided in 1 of the following ways:
Alternative 1: description of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement.
Alternative 2: if a tenderer holds ISO 9001:2000 certification or the equivalent, this can be enclosed.
Requirement 4:
The documentation shall be provided in one of the following ways:
Alternative 1:
Documentation of central certification in enterprise classification 2 for the relevant disciplines.
Alternative 2:
Alternative documentation showing the tenderer's required and relevant professional qualifications for implementing measures as an ‘engineering designer’ and ‘applicant; in enterprise classification 2 for the relevant disciplines.
Requirement 5:
The tenderer is requested to give a brief description of procedures for professional updating and skill upgrading.
