The law regulated the availability of alcoholic drinks i.a. through the licensing scheme, establishment of terms for how sales and alcohol licensing controls will take place, and control of compliance with the terms. The law also contains individual provisions that aim to effect the demand, i.a. age limit regulations and the advertising ban.
The Alcohol Act awards the municipality authority to manage the central provisions in the licensing scheme. The inspection activity must be exercised so that it is an effective instrument to combat problems related to the turnover of alcoholic drinks.
The municipality must supervise registered retailers that sell tobacco products and surrogates, such as e-cigarettes and herbal snus. The purpose of the scheme is the registration and supervisory scheme for the sale of tobacco products and tobacco surrogates will improve the tobacco act compliance of the retail locations, and in particular hinder the sale of tobacco products and tobacco surrogates to juveniles.

The purpose of the scheme is the registration and supervisory scheme for the sale of tobacco products and tobacco surrogates will improve the tobacco act compliance of the retail locations, and in particular hinder the sale of tobacco products and tobacco surrogates to juveniles.

The procurement concerns the signing of a new contract for the performance of sales and and alcohol licensing controls and tobacco controls as stated in the provisions, requirements and conditions described in this document.

Controls will take place of both permanent sales and licenses premises and locations that are allocated sales and alcohol licensing for an individual occasions/ambulatory licenses. The sales and alcohol license control will be performed pursuant to eh Alcohol Act § 1-9 and the Alcohol Regulation Chapter 9. NB: the individual municipality may have their own regulations, guidelines and resolutions for the assignment. The inspection activity must therefore also be performed in accordance with the at all times applicable instructions of the individual municipality's for the inspection work. The applicable instructions for Hamar, Gjøvik, Lillehammer and Ringsaker municipalities are attached.

The municipalities must also supervise that registered retailers comply with the provisions of the Tobacco Act.

The contract duration is 2 years. The Contracting Authority has the unilateral right to extend the contract for 1 year + 1 year.
