The purpose of the procurement is to cover the contracting authority's/client's need for overnight hotel accommodation services for official journeys.
The purpose is to enter into parallel framework agreements for overnight hotel accommodation in central Kristiansand and Arendal. The hotel contract for overnight accommodation will safeguard good coverage and quality in relation to the contracting authority's need.
The procurement is divided into lots (see point 4.11):
1) Overnight hotel accommodation in central Kristiansand;
2) Overnight hotel accommodation in central Arendal.
For further information about the contents of the procurement, please see Section II Annex 1.
Parallel framework agreements will be entered into with a maximum of 3 hotel service providers for each lot, i.e. framework agreements will be entered into with a maximum of 6 supplier/hotels.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Obligatory requirement: the tenderer must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).

Documentation requirement: Tax and VAT certificate. Certificates not older than 6 months calculated from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no.

Økonomisk og finansiell stilling:

Requirement: the tenderer must have sufficient economic and financial capacity to be able to fulfil the contract.

Documentation requirement: a credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with a license to conduct this service.

The key figures must be presented together with an assessment of the tenderer's payment experience.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Requirement: the tenderer must have good experience from assignments of equivalent nature and scope.

Documentation requirement: description of the tenderer's up to 3 most relevant contracts in the course of the last 3 years. The description must include an indication of the assignment value, dates and recipient (name, telephone number and e-mail) and a brief description of the delivery. Use Appendix 5.

It is the tenderer's responsibility to confirm relevance through the description. The tenderer can document the experience of the personnel that may be used for this project, including experience that has been acquired while the personnel was in the service of another employer.

Requirement: the tenderer must have sufficient capacity to implement the delivery,

Hereunder, staffing and capacity to cover the contracting authority's need as described in Annex 1, Requirement Specification, and Annex 4a, Price and Capacity.

Documentation requirement: brief description of the tenderer's capacity, showing staffing and capacity.

Requirement: the tenderer must have a quality assurance system relevant to the implementation of the delivery.

Documentation requirement: Alternative 1:

Certificate for the tenderer's quality assurance system, issued by an independent body, confirming that confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001 or equivalent.

Alternative 2:

Other documentation showing that the tenderer has equivalent quality assurance measures. As a minimum, a general description must be given of the system, relevant to this contract, hereunder clear procedures and work descriptions, description of responsibilities, as well as associated quality requirements/measures, for all work assignments in the organisation. The description must be maximum of 2 A4 pages.

Requirement: the tenderer must have an environmental management/control system.

Documentation requirement: the tenderer must attach a brief statement, maximum of 2 A4 pages, stating the tenderer's declared environmental goals, environmental controls, status of in-house environmental work and planned measures of relevance to this contract.

Alternatively, the tenderer can enclose documentation of relevant environmental certification, such as ISO 14001 or EMAS, Eco-Lighthouse or other equivalent documentation/certificates.
