The Contracting Authority would like offers for moving services for the Norwegian Public Roads Administration.
The Norwegian Public Roads Administration currently consists of the Directorate of Public Roads and 5 regions.
The regions will cease to exist from 1.1.2020. The Norwegian Public Roads Administration will then be organized into divisions. At the same time, a government reform will result in several employees being transferred from the Contracting Authority to the administration of county municipalities.
The aim of the procurement is to sign a cross country agreement that puts us into a better position to meet future needs for moving services.

Beskrivelse av opsjoner:
The Contracting Authority will have an option for 1 + 1 year, so that the total possible contract length will be 4 years from when the contract is signed.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1) Tenderers shall have their affairs in order with respect to the payment of tax, employer contribution and VAT.
Tenderers must confirm that they comply with this requirement when submitting their tenders.
Tenderers must present the following documentation proof if requested by the Contracting Authority.
A tax and VAT certificate, issued by a competent body in the tenderer´s home country, or the country where the tenderer is established. The certificate must show whether the tenderer has paid his taxes, duties and social insurance.
The certificate must not be older than 6 months from the tender deadline.
The certificate shall not be more than 6 months from the deadline for receipt of tenders.
2) Use of sub-suppliers — a declaration of commitment is required.
Where the tenderer is dependent on a sub-supplier in order to be qualified, the tenderer must document for the Contracting Authority that the tenderer will have authority over the necessary resources.
A commitment statement or equivalent, which documents authority over the required resources.
3) Tenderers must be a legally established company:
Norwegian tenderers: company registration certificate.
Foreign companies: documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
4) Tenderers must have full value insurance:
Tenderers must attach documents showing full value insurance.
5) Tenderers must have a good and well-functioning quality assurance system:
Tenderers must attach a certificate for the company's quality system/management system issued by independent bodies, which confirms that the tenderer fulfils certain quality assurance standards, based on
ISO 9001:2002 or other equivalent quality standards.
6) Tenderers must have a system and routines for environmental management:
Tenderers must document that they have a system and procedures for environmental management, including a plan for training personnel in waste management, etc., in accordance with ISO 140001, EMAS, Eco-lighthouse or equivalent systems.
It will be sufficient to present a valid certificate if the routines are described in the company's quality or environmental management system. The requirement may alternatively be documented with a description of the system and routines.
Økonomisk og finansiell stilling:
The Contracting Authority will obtain a credit rating from Experian.
The Contracting Authority will assess the Annual Financial Statement as it is entered in Experian
If in doubt, the Contracting Authority can obtain further information from tenderers.
If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial capacity with any other document that the Contracting Authority deems suitable.
Minste nivå(er) av standarder: Tenderers must have sufficient economic capacity to implement the contract.
Teknisk og faglig kapasitet:
1) Tenderers must submit the following documentation together with the tender:
A list with a minimum of 3 (maximum 5) of the most important relevant assignments (same size and nature as this contest) and services performed in the last 3 years, including information on the value, dates, a brief description of the assignment, and the name of the public or private recipient.

A tenderer who is newly established and cannot submit references, must be particularly careful to demonstrate that they have the prerequisites to carry out the assignment.
Newly established tenderers can document the required experience by referring to experience that the offered persons/resources have developed in service for other providers.
