­­Framework Agreement for Masks and Goggles

Forsvaret v/Forsvarets logistikkorganisasjon

Forsvaret [the Norwegian Armed Forces] has a need for masks and goggles for their personnel. The mask and goggles, used in combination, will provide the Norwegian Armed Forces personnel protection against frostbite when outdoors on foot or when using open vehicles. There are consequently requirements that the mask and goggles must function together as ‘one system’ and are compatible with each other. The mask and goggles must also be able to be used individually. The goggles must be able to be used while driving to protect against for e.g. Dust, sand, sun, snow and rain and must be usable under other types of weather conditions (climates) other than cold. See Appendix B Requirement Specification concerning the product requirements, as well as Appendix B1 Description of the area of use (scenario) concerning information about the area of use for the products.

The options amount to approx. 81 000 000 NOK excluding VAT, of the upper value in the estimate. If the options are triggered, it is in connection with stock-piling related to the Norwegian Armed Forces’ strength structure. ‘Host nation support’ (HNS), increased scope of service in the Norwegian Armed Forces, etc.

Beskrivelse av fornyelser:
The framework agreement duration is 2 years. The contracting authority will have an option to extend the framework agreement one or more times for a further 24 months. The maximum duration of the agreement including options is 4 years.
Beskrivelse av opsjoner:
The contracting authority retains the right to unilaterally trigger options regarding the items goggles, complete and masks, cf. Appendix D Price Form. The options account for a combined value of up to a further 81 000 000 NOK excluding VAT. If the options are triggered, it will be in relation to stock-piling related to the Norwegian Armed Forces’ strength structure, ‘Host Nation Support’ (HNS), increased scope of service in the Norwegian Armed Forces, etc.

The options A, B, C, D, E, F and G can be triggered once each, at any time during the contract period, see Part 1 Regulations for the procurement point 1.4.3 for the estimated volume of each individual option. When triggered, the options will be implemented on the terms of the framework agreement.

Qualification requirements:
The tenderer must be registered in a company register or a trade register in the country where the tenderer is established.

Tenderers must have the required economic and financial capacity to fulfil the contract.
A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.

A credit assessment from a certified credit rating agency based on the most recent known accounting figures. The rating must not be older than 3 months.
Teknisk og faglig kapasitet:
Qualification requirement 1
Tenderers must have good experience from equivalent assignments. In addition to the delivery of masks and goggles, the contracting authority will also accept deliveries of products that have common features in regard to characteristics required for the mask and wind glasses products.

Qualification requirement 2
The tenderer shall have sufficient capacity to complete the delivery.
In this context, ‘sufficient’ means that the tenderer must have the capacity to deliver the volume of items arising from the forecasts set in Part 1 — Rules for the procurement point 1.4.
Qualification requirement 3
Tenderers must have a good and well functioning quality assurance system.
Qualification requirement 4
The tenderer must have a good system for environmental management that at a minimum consists of the following elements:
— a general environmental policy for the company,
— a system to monitor and control the primary characteristics of the business’ operations that can have significant impact on the environment.

Overview of the tenderer's 3 most relevant assignments in the last 3 years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than 3 years ago can also be taken into consideration. The list must include a statement of:

It is the tenderer's responsibility to confirm relevance through the description.
Documentation requirement 2
A brief description of technical personnel and technical units that the tenderer has at their disposal for the implementation of deliveries/the contract, including a description of the production capacity. If sub-contractor(s) will be utilised, the name of these must be placed in Appendix F point 5, and in these circumstances it will be the sub-contractor's capacity that is described.

Documentation requirement 3
A description of the tenderer´s quality assurance methods. The description must include all parts of the delivery process, from the procurement of materials/raw materials to and with goods deliveries. The description must be a maximum of 2 A4 pages.
If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

A description of environmental measures that have been implemented in the business.
If the tenderer is certified in accordance with ISO 14001 or equivalent standards, it is sufficient to present a copy of a valid certificate.
