The announcement concerns 2 competitions, Part I and Part II, and contracts will be awarded for each part. A parallel Framework Agreement will be established with three tenderers for Part I. Fredrikstad municipality will sign for both municipalities. For Part II, separate contracts will be signed for each municipality with 1 tenderer.
The Framework Agreement must cover the Contracting Authority's at any given time applicable need for products and services within locks, fittings and services.
Mounting and service works will be called-off beyond what is covered in-house.

Fredrikstad municipality wants to purchase a solution primarily for electronic key management for use within the responsibility area of home nursing care. Today, keys for private housing are managed in a manual routine, which required unnecessary resources.

The system must not be limited to application only within home nursing care, but must also be applicable within the Contracting Authority's combined need. This contract will include a type of e-Lock, and will be administratively connected to the solution's administration system.

The Contracting Authority wants to sign a procurement contract for the purchase of an administration system to administer electronic locks that will be installed in doors of residences at the recipients of home nursing care, and in addition in outer doors where users residences are a block apartment or in a co-ownership building with multiple residences. The agreement is not limited to only this purpose, but should also be freely usable for other areas the Contracting Authority finds the need for such a solution.

Using the administration tool, the Contracting Authority must in a resource-saving manner be able to manage all users and locks that are installed at home-based users and at other locations. The administration tool must also be usable for access and for reports on the basis of logging.

This tool must be included in a service and maintenance contract that will include the administration tool, and in addition needs that can arise for the individual lock unit.
For Part 2, a procurement contract will be signed for the purchase of locks and administration tools based on a standard contract SSA-K, and for the service and maintenance contract an equivalent contract will be signed, SSA-V.
