The Municipal Undertaking for Social Housing shall enter into a Framework Agreement with a tenderer for fire engineering consultancy services. The requirement also includes consulting, inspections, documentation and follow-up projects subject to fire-related measures. The fire safety in the buildings must comply with the minimum requirements given in the building and fire regulations, or better. For some of our older buildings, there is a need to map and document the safety level in detail in order to safeguard our purpose and owner responsibility. Furthermore, there is a need to prepare sufficient documentation for a contest for improving defects of significant nature that are revealed.

The Municipal Undertaking for social service buildings is a municipal enterprise owned by Oslo municipality to develop, build, operate, and maintain purpose-built buildings. As of January 2019, the total building area were approximately 870 000 m
More than half of the buildings have 24/7 operations. The Municipal Undertaking for Social Housing's buildings and institutions can have underage residents and users or residents with challenges related to alcohol and drug abuse, mental health issues, dementia, deviant behaviour, etc. Assignments for fire-proofing measures for nurseries and other institutions may occur where special fire-proofing is required. These residents must be specially taken care of.

The Framework Agreement includes projects and services that are primarily limited to our existing properties. Based on previous experience up to 5 consultants have be required simultaneously.

For some of our older buildings, there is a need to map and document the safety level in detail in order to safeguard our purpose and owner responsibility. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— the tenderer shall be a legally established company.
Documentation requirement:
— Norwegian companies: company registration certificate,
— foreign companies: a verification showing that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Tenderers registered in StartBANK can provide their StartBANK ID or send in a copy of their StartBANK certificate of registration if the documentation requested is available in StartBANK.
Økonomisk og finansiell stilling:
Documentation requirement:
Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The Contracting Authority will obtain a credit rating based on the last known fiscal figures.
The Contracting Authority reserves the right to obtain the annual accounts or other documentation if this is necessary to evaluate the requirement.
The tenderers must present all documentation they find relevant for the assessment of their financial capacity.
Tenderers registered in StartBANK can provide their StartBANK ID or send in a copy of their StartBANK certificate of registration if the documentation requested is available in StartBANK.
If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, (for example a newly started business), the tenderer can document their economic and financial position with any other document that the Contracting Authority deems suitable.

Where a tenderer relies on the capacity of other companies to fulfil the economic and financial capacity requirements, the Contracting Authority requires that they are joint and severally liable for the execution of the contract cf. the Public Procurement Regulations §16-10 (4). The Contracting Authority reserves the right to require issued documentation from the awarded tenderers in order to ensure the establishment of this liability prior to contract signing.

The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
Tenderers must have sufficient financial capacity to carry out the assignment.

Documentation requirement:
If the tenderer has central approval, the Contracting Authority will collect a transcript thereof issued by the Register of Business approvals (www.dbk.no).
If the tenderer is lacking central approval, the tenderer must provide information on available training and qualifications that are required for compliance to the requirement:
— a statement of the tenderer's average workforce and the number of employees in the administrative management in the last 3 years (can be a competence matrix or organisation chart),
— names of the HRs that comply with the minimum requirements. The HRs’ education and number of years' experience must be stated.
Individual CVs are not requested under this point.
An overview of the most important contracts in the last 3 years. The overview shall state the contract value, contract type, date of delivery or execution, and the name of the recipient.
We request that tenderers provide a reference person for each project. The Contracting Authority reserves the right to contact the reference persons.
Under this point, we are not requesting the individual person's expertise and/or CV.
Certificate of the company's quality assurance system, issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2015 or equivalent.
Or the tenderer can document that he has an established equivalent quality management system. A detailed table of contents and documentation verifying that the system is equivalent to ISO 9001:2015 must be submitted.
Minste nivå(er) av standarder:
The tenderer must be qualified for safeguarding the requirements stated in the planning and building act's regulations.
See Point 3 in Part 2 Annex 2 “Ytelsesbeskrivelse” (“Performance description”).
Tenderers must have the capacity to carry out the assignment.
The personnel carrying work as RIBr, RIE, RIV and RIB are as a minimum required to have 3 years relevant education and minimum 3 years relevant experience.
Tenderers shall have experience from assignments of an equivalent nature, complexity and extent.
Tenderers must have a quality management system.
With relevance to the offered service and that complies with the quality management standard ISO 9001:2015 or equivalent.
