Emptying sludge and sewage water from minor sewage installations will be taken over by Oslo Municipality, c/o the Agency for Water and Wastewater Services (VAV) in 2019. VAV does not currently have the capacity to empty the sludge and sewage water itself. The agency will, therefore, procure emptying services that can be carried out by a private emptying company, on behalf of VAV.
The assignment includes all properties in Oslo Municipality that are not connected to the public sewage network, but which have running water. These properties are mainly in Sørkedalen, Nordmarka, Maridalen, Lillomarka and Østmarka. In addition, there are a few properties spread around the city that are outside these defined areas.

The tenderer shall be a legally established company.
Documentation requirement:
Norwegian tenderers: company registration certificate.
Foreign companies: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
The tenderer's tax and VAT payments must be in order.
Documentation.
Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The tenderer must have the financial capacity to carry out the contract.
Documentation requirement.
The company´s last 3 available Annual Financial Statements, or extracts thereof if the publication of the Annual Financial Statements is required in the country where the tenderer is established.
A credit evaluation/rating, not older than 3 months, based on the last known fiscal figures. A credit rating must be carried out by a publicly certified credit rating institution. The credit rating date must be visible in the document.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
Minste nivå(er) av standarder: The credit rating must be minimum AA (good credit worthiness) score or better.
Teknisk og faglig kapasitet:
Experience from equivalent contracts is required.
Documentation requirement.
An overview of the most important services that the tenderer has carried out in the last 3 years, together with information on the contract value, date of execution and name of the recipient.
Good implementation ability is required.
A report regarding equipment, machinery, tools, materials or technical equipment at the disposal of the tenderer for implementation of the contract.
Tenderers must have a good and well-functioning quality assurance and management system for the services that will be provided.
Documentation.
Certificate for the company's quality system/management system, issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001 or equivalent.
The contracting authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures. As a minimum the tenderer must give a general description of the content of the system, including an overview of inspection plans and check-lists that are relevant to this contract.
