Framework Agreement for Control of Tobacco Sales, Sales and License to Sell Alcohol

Fredrikstad Kommune

The Contracting Authority hereby invites tenderers to participate in a competition for entry into a Framework Agreement regarding the purchase of control of tobacco sales in accordance with the Tobacco Act, serving and selling locations in accordance with the Alcohol Act and associated provisions. The assignment will be implemented in accordance with the at any given time applicable regulations.
The Contracting Authority will enter into a Framework Agreement for 2 years. Fredrikstad and Hvaler municipalities will have the opportunity to extend the contract for 1 year + 1 year.
Fredrikstad municipality will implement a number of the controls under their own auspice, but will enter into a contract with a supplier to implement that largest part of the controls. Hvaler kommune will purchase the entire system from the selected supplier.
The stipulated purchasing volume for Fredrikstad municipality is 350 000 NOK — 450 000 NOK excluding VAT per year. The stipulated purchasing volume for Hvaler municipality is 75 000 NOK — 100 000 NOK, excluding VAT per year.
