Gassnova SF would like to enter into a framework agreement with a communication agency that has broad competence and considerable experience within several of the disciplines in the communication field. The agency could play an important role in the further development of the company's communication work. The Strategy, Communication and Community Contact Department is responsible for all external communication in Gassnova. Gassnova is a government company under the Ministry of Petroleum and Energy (OED). Taking care of and respect for our role as regards OED is important for the company in all external communication, and an understanding of this position at the agency will be decisive. Gassnova works in the intersection between policy, climate, business, research and development.

The agency that will cooperate with us ought to have a good understanding of the political processes in Norway, and also good knowledge of the processes in the EU and internationally. Gassnova's communication work also includes work with CO2 Technology Centre Mongstad (TCM DA), and the research programme CLIMIT. We would like the agency that will work with us to have broad experience within climate, energy and/or industry. Furthermore, we would like the offered key persons to have international experience and experience from the public sector and political arena.

Registered in a trade register or company register.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Tax and VAT certificate (only for Norwegian applicants).

Applicants must have a valid tax and VAT certificate. The certificate must not be less than 6 months old. The document must be uploaded together with the request for qualification.

Sufficient economic and financial standing to carry out the entire assignment.

Applicants must submit a credit report, or similar, based on the last available data. The document must be uploaded together with the request for qualification.

Teknisk og faglig kapasitet:

Functional HSE system.

Applicants must submit a signed HSE self-declaration. An example of a declaration has been uploaded as a document, you can use this if you want. The document must be uploaded together with the request for qualification.

Impartiality and conflicts of interest.

Applicants must submit a description of their impartiality and any conflicts of interest. Applicants must describe the relationship in and provide relevant information of any conflict. The document must be uploaded together with the request for qualification.

Satisfactory relevant experience for fulfilment of the contract.

Applicants must submit a list of the 3 most relevant assignments in the last 3 years. The list and annex must include descriptions of the following:

1. Name of the contracting authority (or type of contracting authority if secret).

2. Size of the assignment; estimated value and man-labour years.

3. Duration of the assignment.

4. Description of the assignment. The document must be uploaded together with the request for qualification.
