Vennesla kommune

The procurement will cover the Contracting Authority's need for architect services. The contract will be used for architect services in connection with planning a new sports hall at Moseidmoen. The Contracting Authority may have a need for assistance in connection with the following types of projects during the contract period:
— reconstruction and/or new construction of nursery schools, schools and sports facilities,
— development of various types of housing with day centres and changing rooms,
— reconstruction of various municipal buildings,
— major investments in water and sewage within buildings.
In addition there can be new buildings to a major or minor degree during the contract period. The projects will vary in extent and complexity.

Option for the Contracting Authority to prolong the contract 1 or more times for up to 2 years.

Requirement:
The tenderer must have their tax, employer contribution and VAT payments in order.
Documentation:
Tax and VAT certificate. Certificates not older than 6 months calculated from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that payment of taxes and duties is in order. If the Authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/person responsible for Finance.

Økonomisk og finansiell stilling:
Tenderers must have sufficient financial capacity to comply with the contractual obligations.
Minste nivå(er) av standarder:
A solidity assessment from an approved credit appraisal agency. The assessment shall be based on the most recent known accounting figures.
The key figures in the accounts must be presented together with an assessment of the tenderer's payment history. Or annual accounts for the last 2 years. These must contain notes, the board's report and auditor's report.
Teknisk og faglig kapasitet:
Requirement 1: delivery capacity:
The tenderer must have sufficient capacity and competence at their disposal for the implementation of assignments in the contract.
Requirement 2: experience is required from similar assignments:
The tenderer must have good experience from the implementation of equivalent deliveries/comparable assignments. Relevant assignments are for example:
— schools/nursery schools,
— nursing homes,
— sports halls,
— buildings and associated infrastructure or equivalent municipal property.
Tenderers must be able to demonstrate experience in the use of BIM and associated software.
Requirement 3: quality assurance:
Tenderers must have good procedures for quality assurance.
Requirement 4: technical qualifications:
The tenderer must have qualifications equivalent to what is required for central certification in enterprise classification 2 in the following certification areas ‘applicant’ and ‘designer’ for architecture.
Requirement 5: procedures for professional updating:
The tenderer shall have procedures for updating of competence of their specialist personnel in for example technical building regulations. Norwegian Standard’s enterprise contracts and relevant industry standards.
Minste nivå(er) av standarder:
Requirement 1: documentation:
A description of the number of qualified personnel the tenderer has at their disposal for fulfilment of the contract.
Requirement 2: documentation:
A list with an overview and description of the tenderer's most relevant assignments during the last 3 years.
The list/description must as a minimum contain:
— name of customer/recipient,
— scope of the assignment,
— description of the business' role,
— the assignment's value,
— date of the assignment,
— a brief description of the delivery.
It is the tenderer's responsibility to document relevance through the description.
The enclosed template for references shall be used. See Part I, Annex 5.
Requirement 3: documentation:
The documentation shall be provided in one of the following ways:
Alternative 1: description of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement.
Alternative 2: If a tenderer holds ISO 9001:2000 certification or the equivalent, this can be enclosed.
Requirement 4: documentation:
Alternative 1:
Documentation of central certification in enterprise classification 2 for the certification areas.
Alternative 2:
Alternative documentation demonstrating that the tenderer has the necessary and relevant professional qualifications to implement measures in enterprise classification 2 in the certification areas.
Requirement 5: documentation:
The tenderer is requested to give a brief description of procedures for professional updating and skill upgrading.
