Kolumbus AS (hereafter called Kolumbus or the Contracting Authority) has the overall responsibility for mobility in Rogland.
This means that we must ensure that everyone can get from A to Z without using their own car. Central assignments will be planning, developing, administering, marketing and informing about the different travel alternatives in the region. Public transport by bus and boat are clearly our most resource demanding assignments, but we are also responsible for journeys by bicycle, on foot, and other means of transport.
Kolumbus' general goal is the zero growth goal: All growth in passenger transport must be by public transport, cycling and walking.
Kolumbus administers the county school transport scheme.

Kolumbus AS invites tenderers to an open tender contest for a framework agreement for advertising and communication services. A framework agreement will be signed with one tenderer.
Kolumbus needs a full service agency that can think generally and strategically, and, at the same time, see to individual assignments and urgent assignments. The agency must be able to help us develop our identity, create engaging communication, deliver market campaigns, plan and carry out events and stunts, manage the brand in all channels, and communicate Kolumbus' values and position in an efficient and precise way. Our collaboration partner must work strategically, based on insight and methodology, with a long term perspective.

Beskrivelse av fornyelser:
The Contracting Authority has the unilateral right to an option to extend the framework agreement for 1+1 year, on terms stated in the contract and in the tender documentation.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be a legally established company.
— Norwegian companies: company registration certificate, not older than 3 months calculated from the deadline for submitting requests for participation in the contest,
— foreign companies: documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Tenderers must have their tax and VAT payments in order. A tax and VAT certificate must be submitted. The certificate must not be older than 6 months from the deadline for receipt of tenders. See: https://www.skatteetaten.no/skjema/attest-for-skatt-og-merverdiavgift/

Økonomisk og finansiell stilling:
Tenderers must have sufficient financial capacity to fulfil the contractual obligations.
Minste nivå(er) av standarder:
Tenderers must submit the annual accounts for the last 3 years, including the board's annual report and the auditor's statement, or possibly other documentation showing that the tenderer fulfils this qualification requirement.
In addition the contracting authority will obtain its own credit rating of the company via credit rating company. Tenderers must achieve a rating of 'credit worthy'.
Teknisk og faglig kapasitet:
Tenderers must have sufficient experience from equivalent contracts in the last 3 years.
Minste nivå(er) av standarder:
A description of the tenderer's most relevant contracts in the last 3 years. The description must include a statement of the contract's value, date and recipient (name, telephone number and e-mail address). References will be contacted if needed to clarify relevance of the assignment. However, it is the tenderer´s responsibility to provide a description substantiating relevance.
