Framework Agreement, Flowers and Potted Plants

The objective of the tender contest is to enter into a framework agreement with a supplier for the procurement and delivery of flowers.
The framework agreement includes deliveries to the Norwegian Directorate of Immigration and the Norwegian Police.
The contracting authority and the Norwegian Police order a various number of flowers per year. The flowers are used for different occasions and commemorative days such as flower arrangement in the receptions, birthdays, work anniversaries encouragement in case of illnesses, retirements, weddings, child births, funerals/burials, etc.
The appearance of these flower greetings must reflect the occasion and season.
The flower greetings must be delivered on short notice and contain a written greeting.
Potted plants shall also be procured. The requirement for potted plants will, in the coming period, increase as a result of the Norwegian Directorate of Immigration's plans for moving to new locations in Oslo.

The total estimated contract value in the agreement period is approx. 3 000 000 NOK excluding VAT. The value is based on historical procurement.
A framework agreement shall be signed with one tenderer for the assignment. The framework agreement period is 2 years. The contracting authority shall have the option for prolonging the framework agreement for a further 1 + 1 year, for a total of 4 years.

Egnethet til å utøve yrkesvirksomheten: Tenderers must be a legally established company.
Økonomisk og finansiell stilling:
The tenderer must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Tenderers shall be credit worthy and have a rating score equivalent to ‘credit worthy’ or better in accordance with Bisnode's assessment or equivalent score from a different credit information company.
Teknisk og faglig kapasitet:
The tenderer shall have good experience from equivalent assignments.
Quality management requirement: the tenderer must have an established adequate environmental system or equivalent.
Procedures for environmental management: tenderers must have procedures and systems that ensure that the execution of the delivery has a low environmental impact.
