Framework Agreement — Engineering Design Group P2078

The Norwegian Defence Estates Agency

The Contracting Authority shall enter into a Framework Agreement for external engineering design services, preliminary project, P-2078. The objective of the project is to support the renewal of the Norwegian Armed Forces' radar sensor structure by establishing the Property, Building and Construction Agency (EBA). EBA includes works buildings, roads, infrastructure, maintenance facilities etc. spread all over Norway, with partly demanding topographic and climatic challenges. The contract is expected initiated during autumn 2019. The estimated completion is by 2026.
The Framework Agreement for an engineering design group shall be used for preliminary projects, detailed engineering design, contribute to procurement of contracts, follow-up in the construction phase and as needed for reports and other relevant services connected to the relevant assignment.
A Framework Agreement with 1 tenderer shall be entered into. The Framework Agreement shall run for up to 7 years from signing, but with the possibility for the Norwegian Defence Estates Agency to terminate the agreement according to a deadline which will be confirmed in the tender documentation.
The Norwegian Defence Estates Agency has estimated the value of the Framework Agreement to approx. 50 000 000 NOK for the entire contract period. The preliminary total budget frame of the project is estimated to 2 .

Requirement: the tenderer shall be worthy of credit.
Documentation requirement: credit assessment of the tenderer, not older than 6 months from the deadline for receipt of applications. The credit rating shall contain an assessment of the tenderer’s payment history/reliability. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale.

If the tenderer, in order to comply with the requirement, present guarantees from other companies (e.g. the controlling company), equivalent credit assessment for this company must be submitted. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract.

Requirement: the service provider must have the financial capacity to carry out the assignment/contract.
Documentation requirement: presentation of the fiscal figures from the last 2 years annual financial statements, showing the tenderer’s turnover, including notes.
Requirement: the tenderer (as a company) shall have good competence in engineering design of buildings/installations/industry of equivalent scope and complexity.
This includes the tenderer having good competence and experience with the use of the Building SMART system as a work tool.
If the tender requires use of subproviders, or if several companies are submitting tenders jointly, the total joint competence is not required to be developed in cooperation between the various companies.
Documentation requirement: a list of the most important deliveries or services performed (limited to the last 5 years). The list should highlight the tenderer's role in the reference project, along with the value, dates and the name of the public or private recipient.

The description must include information of the degree the BuildingSMART system was used.
The tenderer shall complete the attached excel sheet, see Annex 6 (separate electronic file).
The tenderers shall not deliver their own reference lists, but use only the Norwegian Defence Estates Agency’s excel sheet.
Requirement: the tenderer must have the financial capacity to comply with the contractual obligations.
Documentation requirement: the tenderer must inform of the number of personnel available, either by own employees or by engaging employees at the subproviders, for the following disciplines:
— consulting engineer, building engineering (RIB),
— consulting engineer, HVAC including sanitary installations (RIV),
— consulting engineer, electrical installations (RIE),
— architect (ARK),
— automatics/Central Operating Control (SD)/ITB,
— consulting engineer ICT (IKT).
Consulting engineer fire-proofing.
The tenderer must use Annex 5.
