Framework Agreement — electronic Medicating Support for Oslo Municipality

The objective of the procurement is to establish new Framework Agreements for electronic medicating support.
We have seen, through the work with Electronic Multi-dose Dispensers (EMD) and medicine dispensers, that there is a large span in user needs for medicating support. There is, therefore, a need for a portfolio of different types of EMD and medicine dispensers that meet different user needs.
In order to meet these different needs, the procurement of electronic medicating support is split into 2 sub-contests. A contract will be signed for EMD and medicine dispensers with the same administration system within each sub-contest.
Sub-contest 1: Variant 1A — standard EMD and variant 1B — medicine dispensers.
Sub-contest 2: Variant 2A — reinforced EMD and variant 2B — medicine dispensers.

The objective of the procurement is to establish new Framework Agreements for electronic medicating support, which fulfil Oslo Municipality's requirements for quality, including functionality, user friendliness, personal protection, information security, operation and management for all of the municipality's spectrum of users. The technology must contribute to meeting the overall goal of increased safety, self-achievement and activity, based on the needs of each individual.

Oslo Municipality has a broad spectrum of potential users of the contract, and the need and areas of use for dispensers are expected to increase. The following are currently identified as relevant user groups for dispensers generally:
— persons who need reminders to take the right medicine at the right time,
— persons with 'complex' medication (different medicines at different times),
— medicinal treatments that are vulnerable to time variances or resistance problems,
— persons who do not feel that they are capable of following-up their medication themselves,
— persons with early or minor cognitive deficiencies.

— tenderers must be a legally established company.
Documentation requirement:
— Norwegian companies: company registration certificate
— foreign companies: proof that the company is registered in a trade register or business register as prescribed by the legislation in the country where the tenderer is established.

— tenderers must have sufficient financial capacity to execute the Framework Agreement.
Under this bullet point, the Contracting Authority will assess of turnover, annual results, and key figures in the balance sheet.
Documentation requirement:
— the company's last annual accounts including notes, the board's annual reports and the auditor’s reports, as well as recent relevant information as regards the tenderer’s fiscal figures,
— the Contracting Authority reserves the right to obtain credit assessments as a supplement to the evaluation of the economic and financial capacity.

— experience from equivalent deliveries. 'Equivalent deliveries' means that the tenderer has delivered the offered system to an existing customer. Tenderers must have a minimum of one active customer for their system. (tenderers must document per sub-contest).

— description of the delivery/deliveries, including the recipient and volume (number of dispensers). A maximum of 3 deliveries must be described, these must be the 3 most relevant deliveries. The Contracting Authority draws attention to the fact that if more than 3 deliveries are described, only the first 3 will be evaluated.
