The project and infrastructure unit is responsible for implementing Vestvågøy Municipality's construction projects. In addition to project implementation of all construction projects, the unit is also responsible for the procurement and operation of the municipality´s infrastructure for water, sewage, roads and harbour. The unit currently has 18 employees, in addition to several external contracts that, amongst other things, see to the operation of the water and sewage installations and the road network. The unit has broad professional competence and has recruited many young employees in recent years.

Kort beskrivelse:

Vestvågøy Municipality will make major investments in the coming years. We would, therefore, like to enter into a Framework Agreement for construction management services in order to ensure capacity and competence to carry out several projects.

One of the Framework Agreement requirements will be that the construction manager's workplace is in Leknes in the municipality's premises in the town hall. It is a prerequisite that the construction manager closely cooperates with the project manager and the rest of the organisation, and uses the unit's quality routines and templates in the implementation of the project.

The project that has 1

A contest has been announced for the site workers, and land acquisition work is still ongoing. Stage 1 of the project is planned for 2019, with an expected construction start in July/August and completion in October/November. Stages 2 and 3 are planned for 2020 and 2021, with construction starts in April/May respectively and completion in October. Final progress will be clarified when the contractor has been contracted.

If the budget limit is exceeded, a political decision will be required before the work can be commissioned. The project is of great general public and political interest.

Other relevant projects can be construction management for technical building projects within schools and welfare, as well as construction management for other road and water and sewage projects. Vestvågøy Municipality always uses external competence for detailed engineering design services.

As a result of planned investments, the contracting authority needs framework agreements for:

1) Construction management for projects within roads, parks and water and sewage; firstly including the Storgata project. Roads, parks and water and sewage is hereafter referred to VVA;

2) Construction management for technical building projects, such as school buildings, sports halls, sheltered accommodation flats.

Beskrivelse av fornyelser:

The Framework Agreement period is 2 years. The Contracting Authority shall have the option to extend the Framework Agreement for a further 1 + 1 year on unchanged terms, to a maximum 4 years.

The option will automatically be taken up if the Contracting Authority does not notify otherwise within 3 months of the contract expiring.

Beskrivelse av opsjoner:

Tenderers must be a legally established company.

Norwegian tenderers: company registration certificate.

Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

The tenderer must have sufficient financial strength to comply with the contractual obligations (Good solidity or Creditworthy).

Minste nivå(er) av standarder:

Credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a licence to conduct this service.

If the tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, (for example a newly started business), the tenderer can document their economic and financial position with any other document that the Contracting Authority deems suitable.

Teknisk og faglig kapasitet:

Good experience from equivalent assignments/deliveries is required. This means assignments of corresponding nature, complexity and scope. Including, but not limited to:

— good experience as a construction manager in the building and construction trade,

— experience from public builders.

Minste nivå(er) av standarder:

An overview of the most important deliveries in the last 5 years, including an overview of the contract's value, date of delivery/execution, and the name of the recipient.
